NMDPRA Says Fuel Price Fluctuations Reflect Market Dynamics in Nigeria’s Deregulated Market

ABUJA, Nigeria — The Business Bureau reports that the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) says recent fluctuations in petrol prices across Nigeria reflect normal market dynamics under the country’s deregulated petroleum sector.

The clarification comes amid renewed public concern over rising pump prices at filling stations across major cities, including Abuja and Lagos, following recent adjustments by fuel marketers.

According to the authority, price movements are expected in a fully deregulated downstream petroleum market where government price controls no longer determine retail fuel costs.

NMDPRA Explains Fuel Price Variations

NMDPRA spokesperson George Ene-Ita said the recent fluctuations in petrol pump prices are largely influenced by market forces such as international crude oil prices, exchange rate movements, and supply chain costs.

He noted that since Nigeria adopted a deregulated petroleum pricing regime, the downstream sector has been operating under conditions similar to other global energy markets.

“Nigeria has been operating a fully deregulated downstream petroleum regime since the inception of the current administration. Pump price movements are therefore a reflection of prevailing market dynamics,” Ene-Ita said.

The regulator emphasized that under the deregulated framework, petroleum product prices may rise or fall depending on global and domestic economic factors.

Impact of Global Oil Market Developments

Recent volatility in global crude oil prices has added pressure to petroleum markets worldwide.

Oil benchmarks such as Brent crude and West Texas Intermediate have recorded sharp increases amid geopolitical tensions in the Middle East, raising fears of possible disruptions to global energy supply.

Analysts say such developments can quickly influence petrol prices in Nigeria because the country’s fuel supply chain is closely tied to international oil market movements.

NNPCL and Refinery Pricing Adjustments

The Nigerian National Petroleum Company Limited (NNPCL) recently adjusted petrol prices at several of its retail outlets, pushing pump prices in Abuja to about N960 per litre.

The change followed similar adjustments in ex-depot prices by suppliers, including the Dangote Petroleum Refinery, which increased its gantry price by about N100 per litre.

Industry experts say changes at the wholesale level often translate to higher retail pump prices as marketers adjust to maintain operational margins.

Concerns from Fuel Retailers

Fuel marketers and retail outlet operators have acknowledged that price fluctuations are now a structural feature of Nigeria’s deregulated petroleum market.

The Petroleum Products Retail Outlets Owners Association of Nigeria (PETROAN) has warned that frequent price changes could have ripple effects on transportation costs and overall inflation.

However, the association also noted that deregulation was designed to attract investment into refining, logistics, and fuel distribution across the country.

What It Means for Consumers

For Nigerian consumers, the deregulated system means petrol prices will increasingly reflect global crude oil prices, exchange rate conditions, and domestic supply factors.

Energy economists say this market-based pricing model may lead to periods of volatility but could also encourage greater competition among suppliers in the long term.

They argue that increased refining capacity, particularly from large-scale facilities such as the Dangote refinery, could eventually help stabilize supply and moderate price swings.

Just to let people know, I don't support tinubu, and I would never vote for him. In 2027 , I will be voting for the opposition as usual. My prayer is they got to unite so that we can get rid of apc.

If there was subsidy in place by now, we would have been taking money from other sectors like healthcare and education to pay for the subsidy and we would have been borrowing money to fill the gap

Remember also that we are still sevocing debt. That means any oil windfall has to go to paying off the debts

Remember also that refining crude into several products is a business and it has to be done profitably otherwise refineries would be scrap in years. Subsides would accelerate the process of dangote refinery crashing because no profits to be made.


Also if we want consumption subsides then we do what sane countries do and pay high rate income tax to fund it.

Finally, oil money is not enough for our country. Yes I am aware that corruption dey, and that's part of why I am not supporting apc. But without corruption, we are not earning the kind of oil revenue that would enable the government to subsidize fuel to a level where everyone can get it cheap in high prices times.

50 years of doing subsides is also again a part of why we got into debt which is also why the subsidy had to go in the first place

This has nothing to do with GEJ or tinubu. If obi was in charge now, I go say the same thing. Until 2011 , I backed subsides until I understood how damaging they were to our economy

If Ghana and Niger have working refineries thanks to their not paying subsides, then we should do same too. And they have the same amount of corruption as we do

Oil is going up everywhere in the world including countries that have the biggest oil reserves and multiple refineries e.g. Canada and US.

People are asking a valid question: if not for corruption, why should Petrol be more expensive when the oil is refined within Nigeria?

Most of Nigeria’s crude is light crude which can be fully refined locally. So why is a war in far away Iran already pinching us locally?

Does our oil go through the Strait of Hormuz abroad for blessing before being refined locally?

Shouldn’t the government have more money to improve service delivery to the people when oil prices rise?

When the headwinds settle and prices start to drop,hope you will also remember to laugh.......if it was in the past we would have been grappling with fuel scarcity by now and even buy at a higher price than what is currently available......removing subsidy and full market deregulation was the best policy by this govt......PBAT till 31.

Diesel is 1450 to 1,600. Cost of production and transportation has just multiplied.
Government placed tariffs on batteries and and solar panels to prevent more people going off the grid for selfish revenue accrual.
The grid supplies power mostly at night when productivity is close to zero.
Why are there no plans to explore EVs?
No. Government has no plans for development of the country. If they do, they would know where to start.

As for dangote, he has to sell the CNG that his refinery is producing. The talk about CNG was high few years ago but no one is concerned about it after he jacked the price up. His alternative after most truck owners rejected the CNG is to roll out free delivery of products purchased from his industries by factoring in the transportation cost using marginal increase in the price of the products using his CNG Trucks.
Now he has seen an opening. US/ISRAEL/IRAN crisis has placed importation on hold. He has no competition. He has increased the price of diesel by 50% to make it more expensive for marketers to transport products themselves. The goal is for everyone to fallback to him either enrol in the free delivery program or migrate to CNG trucks.
He has nothing to loose. Only gains and more gains.

The government didn't listen and at least focus on Diesel production which could have stopped this moves in this kind of situation.
Power generation is going to zero because the cost of diesel is beyond normal.

Next to tumble is our exchange rate. Everything is going to be 3times the current price.

But the amount of money that would be needed to keep fuel prices low go pass what tinubu is spending bribing governor's. And it would bite us hard later

If the naira is appreciated , strengthen and have value against the dollars fuel prices will be cheap.. like if the exchange rate is like 400 naira to a dollar the price of fuel will be at least 250 naira to a litre even if there is a Iran USA war in the middle east and even if the crude oil price increases to 85 dollars per barrel.
The exchange rate also determines the prices of fuel, diesel

And bringing up Canada doesn’t answer the real question Nigerians are asking about the hike in fuel prices. In fact, comparing Canada’s oil market to Nigeria’s situation is hardly the defense you think it is.
