Actually, they are one of the smartest, with an average population IQ estimated to be around 109 or so. Seizing absolute power doesn't really require much creativity and almost invariably follow the same set of rules:

1) Opportunity. For example, hunger in the land, devastation after a recent war, disease, political oppression or any misfortune that leaves the
masses disenfranchised.

2) Crocodile liberator: Some man, usually not one that suffers through the challenges that his people currently endure(maybe he undertook studies overseas and is of reasonable means) shows up one day and promises to end the sufferings of the people. Naturally, he will start to
gain following on account of his empty promises.

3) Gain political capital: As the loudest voice in the land, he becomes politically attractive. Foreign elements start to back him. To his credit, he does effect some change for the better but unbeknownst to the people that he is supposedly trying to help, a huge price, a price that far outweigh any good this predator will ever be inclined to do, is to be paid for the temporary relief that is afforded to them. Regardless, the illusion of solution makes him wildly popular, to the extent that he is worshiped as a god in many parts of his nation.

4) Thugs: With the newly gained political capital, organize some sort of an armed force(Here, I must confess to being a bit generous with the term "armed force" as a more fitting description would be an army of thugs). This "armed force" would be loyal to this liberator, and only him. You see, although the liberator has won the hearts of the vast majority of his people, not everyone would be deceived by his illusion and indeed quite a few will see him for what he is. This is the reason for the armed forces.

5) Eliminate all opposition: With thugs at hand, eliminate any and all opposition. At this point, we may or may not be talking about some legitimization process, like an election. The truth is that such processes are mostly useless, and if they do occur it would be strictly for the optics.

6) Laws: Now that you've become the leader(call it whatever you want, president, dictator, princeps, king, whatever, the only thing that matters is that you now wield absolute power), you get to work on the construction of a legal system. A legal system that sets your status as absolute and supreme ruler into stone. Re-organize any structure that resembles a judicial body in such a way that they are strictly under your control.

7) Personality cult: Create a variety of personality cults. In fact, you wouldn't have to do much work on this by yourself, those that benefit from your absolute power, and even those that you oppress with your power will do it for you. Sponsor the ones that exalt your divinity the most zealously while suppress any and all those ones that do so unconvincingly, or even seem to question your legitimacy. Run this show for a couple of years(maybe 15 to 20 years, long enough for a new generation of subjects to come of age) and congratulations, you have transformed yourself into a living god, where people are forced to bow down even to your portrait.

If only it was possible for your pea sized brain to analyse things objectively, you'd have found out that Rwanda is doing well. and if the presidents in Africa that have ruled over 20 years are not doing well, are the ones in countries like yours that are ruling for 4 or 8 years doing well? mstchew.

Equatorial Guinea - 47 years
Uganda - 40 years
Republic of Congo - 29 years
Chad - 30.years

Rwanda - 26 years.

Tell me how these countries are fairing economically, and in what way do they look like Dubai?
