Because lineage and ancestry is an individual thing!
It is reckless for somebody to sit down in a far away place and be pontificating on who should be recognises as part of another tribe or not.

And I say this: Even if 97% are fake, it means the 3% are real and they are the right people to determine who they live and share their ancestral land with. It is not for Arabs or other people who are not part of the Jews to decide who should live on Jewish land in Israel! Period!
