Trump didn't enforce existing laws.
He declared an emergency so he wouldn't have to follow the existing laws.
He suspended the asylum law as that was the main issue.
It is legal for immigrants to claim asylum in the US and being that there is no where to house them they are let go in the US to await their asylum court date.
And since there are so many immigration cases, they then are allowed to legally spend years in the US waiting for their case.
The asylum law was the main problem the 2024 bipartisan bill tried to fix that Trump made Republicans vote down.
Why work to resolve an issue when you can just demagogue it?

His signature Tarriff policy was so wildly illegal and unconstitutional his mostly appointed Supreme Court shot him down
