Why can’t they make sure this man is jailed for life

There must be a back story to this ... as in the man was seen before chatting up the girl. He was asking price or whatever ...then he sat to chat. I guess this raised Mr Window saw this before ... Became suspicious suspicion an decided to record ...just in case the girl goes missing. Seems like the man saw him at the window and kept his distance from the girl. It can be a false alarm ... Some people here are talking about a man controlling his sexual urge and it makes me more angry?
