If you understand proverbs, you'll know that the wordings in a proverb don't have direct meanings. They are used for mere analogy, but being a Muslim can rob you of such a simple understanding.

Go and read Quran 9:29 by yourself
The verse is EXPLICIT and STRAIGHTFORWARD. You can't hide behind any context in that verse. It specifically told you what to do, who to fight against, why you should fight against them and when you should stop fighting against them.

I know you want to hide behind the "time of war" lie as your context, but that verse didn't say you should fight against them because they are at war with you. It says you should fight against them because they don't accept your alllllah!
