There are software gadgets for doing this though it is illegal but if the Car is meant for export to Nigeria and other poor African Countries, who checks or regulate that?

You are absolutely correct, l Saw a strange thing in Canada when I was a student, my friend bought a Toyota Corolla for 500 dollars in l think 2007 or 2008 , the mileage was about 450,000 , he called a technician or computer Guy and they rolled the mileage backwards and ship it to lagos and people still bought the car, nawaooo shocked
