The report says Adam Hamawy volunteered with Benevolence International Foundation in Bosnia in the 90s, and the 9 11 Commission later described that network as providing support for terrorist activity connected to al Qaeda.

The same report also says Hamawy was never charged or accused by authorities of Islamic terrorism, so I am not saying he has already been legally proven guilty.
