Israel is the big loser here.
They trashed and ultimately had Obama's JCPOA cancelled mainly because it didn't include missiles. Yet this deal is worse, esp. Trump basically saying that Iran has a right to have missiles since Saudia Arabia does.

And unlike other Presidents, Trump is esp. irrational, unpredictable and vindictive right now that Netanyahu has to be concerned how to push back. Especially given how support for Israel has dropped in the US by both parties.

The $300 billion plan is to be developed with regional partners gulf states.

It is a private investment vehicle or fund not direct U.S taxpayer grants or reparations, with companies from the US, Gulf states, Asia, etc., committing funds.
