It depends on the power of the explosive involved. If it is a planted bomb,it is possible the evil terrorist miscalculated and used an insufficient amount of explosive. We thank God for that.

Terrorists are quite good at mass killing. When packing IEDs for mass casualty events, they tend to go overboard.

No IED expert adept enough to create ignition-activated IED designed to create panic and kill lots of people would make such a beginner's blunder.
