Dr Abba Aliyu is the CEO of the Rural Electrification Agency (REA).

Dr. Abba Aliyi @abbaaliyu_

A university should never have to pause learning, research, or innovation because of unreliable electricity.

That is why the Rural Electrification Agency, through the Energising Education Programme Phase 3 (EEP-3), continues to invest in energy infrastructure that empowers our institutions to thrive.

At the Federal University, Dutsin-Ma, Katsina State, we are delivering a 1.9MVA Solar Hybrid Power Plant with a 2MW Battery Energy Storage System, ensuring the university has access to reliable, clean, and sustainable electricity. Beyond generation, the project includes upgraded 33kV and 11kV distribution networks, low-voltage infrastructure, smart metering and billing systems, CCTV, solar street lighting, and a dedicated renewable energy training school.

This initiative is being delivered through a strong institutional partnership comprising the African Development Bank (AfDB) as the funding partner, the Rural Electrification Agency (REA) as the implementing agency, and KELM Engineering as the Renewable Energy Service Company (RESCO) responsible for project delivery. It is another example of what can be achieved when development partners, government, and the private sector work together towards a common goal.

What excites me most is that this project goes beyond powering buildings. It creates an environment where students can learn without interruption, researchers can work with confidence, healthcare services can function more effectively, and young Nigerians can acquire practical skills in renewable energy technologies.

This is what the Energising Education Programme is about, building campuses that are not only powered by clean energy, but are also preparing the next generation of innovators, engineers, and problem-solvers who will shape Nigeria's future.

Project by project, institution by institution, we are proving that energy access is an investment in education, innovation, and national development.

This is part of the "energising" projects that the Buhari Administration began and the Tinubu Administration is continuing.

The Energising Education programme is being run by the National Rural Electrification Agency (REA) and their goal is to provide cheap, clean and renewable energy to universities and teaching hospitals.

The Energising Economies programme is designed to provide cheap, clean and renewable energy to markets and shopping centers across Nigeria.

From May last year.

24 Federal Tertiary Institutions Powered By Solar Energy – Minister

The Minister of Education, Tunji Alausa, says 24 federal institutions have been powered by solar energy under the “Energising Education Project” of President Bola Tinubu’s Administration.

Alausa, who disclosed this on Wednesday in Abuja at the Collaboration Agreement Signing Ceremony with the vice chancellors of beneficiary institutions, added that eight more universities have signed collaboration agreements to join the fourth phase of the project.

The News Agency of Nigeria reports that, before the signing ceremony, the minister undertook an inspection tour of the solar-powered facility at the University of Abuja, now Yakubu Gowon University.

Alausa, who described the project as a “new day for Nigeria”, hailed the transformative initiative under Tinubu, aimed at providing uninterrupted power supply to Nigeria’s federal tertiary institutions. He said the projects had wide-reaching benefits for education and the economy.

According to him, the University of Abuja, which now boasts a solar farm comprising 6,000 photovoltaic panels, is generating approximately 3.3 megawatts of electricity daily, enough to power the campus round the clock.

“This project brings continuous, 24-hour electricity to our institutions. It allows for increased academic activity, powers laboratories and libraries throughout the day and night, and improves living and learning conditions for both students and faculty,” he said.

The minister emphasised the economic ripple effect of the initiative, explaining how reliable electricity stimulates business within campuses.
“Any campus is a community by itself. With constant power supply, you unleash high economic activity,” he said.

The minister explained that the project was backed by the Renewable Infrastructure Fund established by Tinubu to support infrastructure development across sectors.

He, therefore, challenged vice chancellors of universities on innovative and creative ways of sustaining the project, noting that by 2027, every tertiary institution would have renewable energy generation.

On his part, the Managing Director, Rural Electrification Agency, Abba Aliyu, said that phases 1, 2, and 3 of the project have so far impacted over 600,000 students and 50,000 academic staff.
Aliyu said that the project had also generated over 100 megawatts of electricity to power university campuses and teaching hospitals.

He said the initiative, implemented through multiple phases, had already brought solar mini-grid infrastructure to 24 federal universities across the country.

“What you are seeing here is one of our interventions in the education sector, and the aim is to ensure that universities have a sustainable and affordable electricity supply,” he said

In addition to educational institutions, he said the Universal Public Health Project, part of phase 2, had successfully delivered clean energy to two universities and two teaching hospitals.

He added that Phase 3, which includes the electrification of eight more universities and one additional teaching hospital, is near completion and set to be commissioned in the coming two months.

The News Agency of Nigeria reports that the eight new beneficiary institutions include Ahmadu Bello University, Zaria; University of Nigeria, Nsukka; and Federal University, Wukari, Taraba State.

Others are Federal University Dutse, University of Benin, University of Ibadan, Obafemi Awolowo University, Ile-Ife and University of Lagos.

My post from March 28th.

Someone is complaining that a guy from REA said that President Tinubu has launched the biggest energy upgrade since 1999.

Ironically the guy from REA might be correct.

This gives me the opportunity to write about REA and to correct a misunderstanding that some people had on one of my threads (I should have corrected them, but I was too tired).

We live in cities and our experience is totally and completely different from what REA is about. I've been following the activities of the agency since 1987 (that's almost 40 years).

Rural electrification

The Directorate of Food, Roads and Rural Infrastructure (DFRRI) and the predecessor of REA connected rural areas to the national grid during the Babangida era (Air Vice Marshal Larry Koinyan was the head of DFRRI at the time). I often wondered what was the point, since we that have always been connected to the grid had to endure power cuts. Were villages being connected to the grid in order to endure power cuts?

However, surprisingly, I read in the newspapers that most of these villages had stable power supply after they were connected to the grid. Someone said that it was because they had lower demand for power.

REA

The only modification that I will make to the REA guy's statement is that I will say that it's both the Buhari and Tinubu administrations that have made the change.

You see, the Rural Electrification Agency is responsible for providing electricity in rural areas. I follow its CEO and I know what they have done.

During the Buhari era it was decided that REA should no longer connect villages to the national grid. Instead REA builds solar power systems for villages. Therefore, these villages do not know what "National grid has collapsed" means. REA has also gotten involved in the urban areas because the Buhari Administration put them in charge of its Energising Economies (providing solar power to markets like Ariaria and Sura) and Energising Education (providing solar power to universities and teaching hospitals) programmes.

There was an election in Abuja a while ago and the APC won. Someone from one of the villages in Abuja tweeted praise of the APC. He said that they had never had electricity, but the Tinubu Administration came and built a solar power system for their village and now they have 24 hours electricity. I created a thread about it and Nairalanders began praising Nyesom Wike. It had nothing to do with Wike, but I was too tired to correct them. It was the Rural Electrification Agency that built the project and they are building similar projects in villages across Nigeria.

So, yes, for his sector the REA guy is correct. You won't feel it because you live in the urban area and you are not part of his jurisdiction.

This is my post from April 29th, 2025.

I have so many pending posts and threads right now! I think I can rush through the latest before it drags on.

This is from 3 or 4 days ago. I won't post any details (so that it doesn't drag on), I'll explain and leave you to find the details yourself.

There's this thing that has been trending in the past few days and luckily it's an issue that I have been studying since 1990 (I won't tell you why I started studying it in 1990).

The trend goes like this:

10 billion naira solar power system for the Aso Rock Villa, no solar power for LUTH, UCH, etc

That statement ⬆️ is wrong.

Firstly, the Buhari Administration started a series of "Energising" programmes. For example, as part of their "Energising Economies" programme, they set up solar powered electricity systems at Ariaria Market in Aba, Sura Market in Lagos and other markets across the country.

As part of their "Energising Education Programme" (EEP) they have set up solar power systems at universities and teaching hospitals across the country. The Tinubu Administration is continuing the programme.

https://punchng.com/20-federal-universities-three-teaching-hospitals-receive-solar-power-rea/

Secondly, private organisations have donated solar power systems to teaching hospitals. For example, LUTH has received several of such donations.

https://www.vanguardngr.com/2024/12/luth-gets-40kva-solar-inverter-to-boost-power-supply/

Thirdly, due to the recent increase in electricity tariffs, LUTH has also used its internally generated revenue to set up solar power systems in more blocks of the hospital.

https://www.pvknowhow.com/news/lagos-hospital-switches-to-solar-power/

However, that doesn't tell the whole story.

Here's what I was studying in 1990.

There are actually two institutions that people refer to as LUTH. These are:

1) Lagos University Teching Hospital (LUTH). This is a teaching hospital and, since 1990, they have usually had constant power supply. This is the institution that I was referring to above.

2) College of Medicine, University of Lagos (CMUL). This is a school and students of the school get practical experience from LUTH.

LUTH had constant and uninterrupted power supply in 1990, but some students were complaining that CMUL had started experiencing blackouts.

Some alumni of CMUL have donated solar power systems to the school, but these are used to power the library, reading rooms and classrooms, not the hostels.

https://cmul.unilag.edu.ng/?p=7281

So what do you want students to do? Of course they'll complain.
