Following Nigeria's transition to democracy, the administration of President Olusegun Obasanjo (1999–2007) launched an aggressive privatization drive to sell state-owned enterprises. In April 2001, under the guidance of the Bureau of Public Enterprises (BPE), the government sold its controlling stake in the National Salt Company of Nigeria (NASCON) to the Dangote Group. In 2002, President Olusegun Obasanjo's administration formally institutionalized the Backward Integration Policy (BIP) across major commodity sectors. For the salt industry, the policy banned the importation of fully refined, packaged retail salt, mandating that companies invest in domestic refining and packaging infrastructure to receive import quotas. Because Nigeria lacks commercial rock salt deposits, companies had to import crude solar salt to refine locally. The government granted Dangote exclusive bulk import quotas and duty concessions on this crude salt because he possessed the capital to build massive refining plants. This policy significantly reduced the competitiveness of smaller local blenders that relied on importing finished products, contributing to Dangote's dominant market position.


Between 2004 and 2005, the Obasanjo administration, working through the Standards Organisation of Nigeria (SON) and NAFDAC, strictly enforced the Universal Salt Iodization (USI) policy, which legally banned the sale of non-iodized salt to combat public health issues such as goiter and iodine deficiency disorders. While presented as a public health initiative, the regulatory requirements also benefited larger producers with existing industrial-scale iodization capacity. NASCON was among the few companies with the industrial machinery required to achieve the state-mandated iodization levels at a large scale. The government enforced compliance against processors and blenders that did not meet the required standards, leading many smaller operators that could not afford the necessary technology to exit the edible salt market, further strengthening NASCON's position in the industry.

while you have done ur own analysis, let also analyze it mathematically.for she make 2.5 m a month, it means she has to make 83k every day. 83k divid by 500 Naira per corn =166 corn to be sold. Good this is just her profit let calculate the corn that represents her capital. Assuming she buys the corn for N200 each and sale for N500 it mean she gains N300 per corn. 83k divid by 300 = 278 corns per day, come rain come sun. Looking at her table i see 16 roasted corns already. 278/16 =17.375. An average 16 corns should takes about 30mins or more to be roasted, which means she needs about 9 hours to grill that number of corn. When did she go to the market to buy the corn and when did she start selling the corn. Mind u, as at the time the picture was taken the 16 roasted is still waiting for buyers and none is on fire. Just look at it see the possibility.
