RE: DETENTION OF ZAINAB SODIQ 'f'

The Department of State Services (DSS) confirms detention of one Zainab Sodiq at its National Headquarters, Abuja. Subject was intercepted by FAAN AVSEC and operatives of DSS at Murtala Muhammed International Airport (MMIA), Lagos on July 6, 2026 with an Unmaned Aerial Vehicle (UAV) enroute Abuja from MMIA border control without an 'End User Certificate' (EUC).

It is to be noted that, in compliance with National Security Adviser (NSA), Extant Regulations, which placed restrictions on acquisition and use of drones, Sodiq was intercepted while trying to board a flight to Abuja. When confronted, she admitted to not being in possession of the required documents.

Following due process, Sodiq was allowed to board her scheduled flight in view of a prior engagement in Abuja. She was, however, directed to report on Wednesday, 8 July, for the continuation of the investigation.

In further compliance with the NSA extant rules which conveys on the Service, powers to impound and sanction any individual or cooperate entity operating Remotely Piloted Aircraft System (RPAS)/Drones in any part of the country without authorization, Service investigation has commenced. This action is necessitated by global and domestic security concerns associated with operation of drones, especially issues of privacy breaches and safety of individuals.

To this end, the Service reaffirms its commitment to professionalism and adherence to Rule of Law.

Apparently, it's illegal to own drones in Nigeria without having an 'End User Certificate' according to the DSS.

An EUC is required for the importation of remotely piloted aircraft that fall under the Federal Government’s controlled-items regime. The EUC is issued by the Office of the National Security Adviser and is one of the documents used during customs clearance.
If the drone is brought from a legitimate dealer in Nigeria, you might not need the EUC because it will be part of the deal. Also if one is importing a professional drone legitimately, EUC would likely be part of the process.

I suspect that the journalist could have got/import the drone in a shady way

This is a sad development for innocent drone hobbyists who might be unaware that they could wind up in a net over their hobby.


Oddly enough, drones are easily available from online sellers located in Nigeria, which shows that those resellers import their drones with ease.

This is not correct.
You don't need EUC to possess drones in Nigeria.
Operating drones in the country is only subject to NCAA regulations.
EUC is only required during importation and it stops there.
There are millions of videographers with drones all over the country, even kids have toy drones mounted with hd cameras.

You must have a license before you can operate a drone.

better to be quiet if u don't have knowledge of stuffs...una go just start making things up. Do you think drones are toys you can fly however you like? In almost every country, flying a drone without the proper licence or authorization can get you fined or even jailed.

I tried to fly a drone around Egbeda, I received a message on the drone that the erea I was about to fly is geo-fenced, and that I should register with NCAA and obtain a clearance.

The drone even provided the link for the registration on the NCAA website.

The registration portal requested for among other info, my residential address, my NIN, the make and the serial number of the drone, the purpose of the drone. I even uploaded my NIN slip.

After the verification that took some days, my registration was approved and I was asked to pay 5k. The portal did not say if the payment was for one-off approval or a one time payment.

Drones need to be registered in Nigeria. The rules were made a long time ago and they are very necessary.

In fact, I don't think Nigeria does enough to regulate the use of drones. We need to do this

It'd be wise to get it from your buyer if you're getting a used one.

What is drone that people should need a license for. Drone is just a toy as for ist not a military drone: how can we develop if people cannot own a drone. Same way police harassing people on the streets for carrying a laptop how can we develop as a people?

In the US and china students see drones as a project they need to carried out. Our university student’s should be building drones by now. Its a must project currently worldwide.

All over the world ourside of North Korea drone is only restricted in certain areas.

To ply drone is certain area you will need permission to do that and its not a license.

An example is airport, military zone or government area. You will need a permission.


But for party, media coverage, church programs, events and other construction site or projects, schools and down town you don’t need any permission.

When the NSA and security agencies are complacent and ineffectual to deal with terrorists, it is private ownership of drones that is easy to regulate. How about terrorists that have more sophisticated drones and equipment than this?

Let's be clear
Ignorance of the law is no excuse

When engaging in any profession in Nigeria let's all try and study the laws guiding such businesses and abide by those laws cos when the law comes for us it will be blind and not be moved by emotional blackmail or excuses if ignorance

Same way the lady frying akara on a roadside in Lagos broke the law on health safety and people were all out shouting
The law is the law
Period
Register your drone and enjoy the seamless wide expanse of the Nigerian skies
But when you fail to comply and the compliance authority comes after you
No body should call it witch hunting or political sabotage
We all like to act using our emotions in this country and tkll we outgrown our emotions and start working by the laws we never go far
Yet these same emotional ladened humans cross to foreign lands and are simply okay obeying their laws and not complain about anything the laws require

Exactly. EUC are for companies or businesses.

I recently got a DJI drone for personal use, and All o did was to register it with NCAA for 5k and was issued an authorization that I could print.
