The military response should Prioritize Hostage Safety Soldiers are bound to avoid direct aerial or ground engagements that would cause collateral damage to the captives.

My concern is not about soldiers dying on a mission to rescue civilians my concern is the military engaging the terrorist when they know fully well civilians will be used as human shield by the terrorist
