Low education rates, lack of infrastructure and limited access to resources will create desperate conditions where erstwhile reasonable people abandon reason in pursuit of survival.

I’m not stupid enough to go steal when it could lead me to lose my job, my license and kids’ future.

A less fortunate person who feels they have nothing to lose wouldn’t have such constraints. Their “lizard” brain would be on high activation and they would do whatever they need to at the moment for temporary relief.
