The federal government just put a number on something the U.N. spent two years downplaying. USAID's Office of Inspector General announced this week that it has referred more than 100 current or former employees of UNRWA — the U.N.'s Palestinian refugee agency — to the State Department over their roles in the October 7 attacks on Israel.

Three of those referrals are recommended for full debarment. One of them is a former UNRWA school teacher the inspector general says was also a Hmas operative who allegedly received and personally held Israeli civilian hostages starting the day of the massacre.

A separate case, involving an UNRWA school principal accused of coordinating communications with other suspected Hmas members during the attack, has already resulted in one full debarment.
This builds on an earlier USAID finding from March that identified 14 UNRWA employees with H*mas links — a number that has now grown more than sevenfold as investigators keep digging through an agency the Trump administration shut down last year.

More referrals to the State Department, and potential criminal referrals to the Justice Department, are still coming.
