You are trying to spin Obis document. The document you referenced was a letter from PO not vetted by anybody. Its on record that Obiano disagreed with the stated figures in the letter.
Just a little check by you online too will show that figure cannot be true. DMO record shows that Anambra grew external loans by ~$35m during POs tenure. Rufai confirmed this and you can as well coz I did. So N5b liability is not true. Besides Anambra state govt is now showing (not one person but 700) people being owed (not loans this time) and "can still show more if pushed".
