No, it is not just security system but rather, Delibrate actions. I have stopped using Neo-Tradional Banks altogether.
Neo Banks are the better. The best of them being Opay and Palmpay!!

Why are Nigerians still using access bank?
That bank's security system is very weak and prone to basic attacks from scammers.

She should get a lawyer and take them to court. All monies deposited in the bank by customers is insured by the central bank hence any confirmed fraud must be mitigated by the bank according to the law. A good lawyer can help her know if she has a good case.

Truth of the matter is that it is her responsibility to block her Sim card once stolen or misplaced. Besides time and time again people have been told to put a Sim lock on their Sim cards, especially the one used for banking and other sensitive, personal issues Eg NIN, BVN registrations. With Sim card password, your Sim will require a password one it is put in a phone.
Sentiments aside, I see no way the bank will refund her as it is not their fault.
.. what if she goes to.palmpay office to complain and palmpay blocks the scammer account and see how they can assist her to recover the money

How will the sim card be used?

I thought is when one has the mobile app inside his/her phone that things like dis usually occur.

Her sim card was compromised after she lost her phone. That you don't have banking app in your lost phone does not mean scammers won't take advantage of your bank account. The sim card is their gateway to your account

When there is a complain of fraud the bank will normally block the account, the receiving account is also blocked, the bvn associated with that receiving account is also flagged.
I assume that has been done already, most likely that palm pay account has a PND. The reality is that that palmpay account could have been created to carry out fraud and so disposable ie is not the scammer that owns the account. It could be even a POS operators account or someone deceived into receiving the money.
The truth is that the money is gone and the bank will likely not take responsibility as she compromised her account, they may tell her to go report to the police, by the time you do the wahala with police she will see she has spent more than she lost.

Nigerian banks are worse than useless in stopping fraud, I will go as far as saying there is an element of complicity in the way the react to it.

I managed to trick a scammer into giving me their account number, bank details and name.

I reported to the bank and showed screenshots of the attempted fraud on WhatsApp.

Apparently they can't do anything until the police are involved. So people can use their bank accounts to scam people and the bank will allow the monies to stay in the account and the scammers keep running the account to scan even more people.

Quite pathetic!
Hey slow down.

There is little they can do as an Institution. On what ground would they place a debit restriction on the account? WhatsApp chat? No nah.
By law, they can only place a PND temporarily on the account not beyond 72 hours. This is to allow you, or the complainant to obtain a court order they can rely on to permanently restrict the account. This also allows you to involve a law enforcement agency.

They will also be exposing themselves to litigation for illegal restriction on an account, if the customer institute a legal proceeding against the bank.

The question is when the phone was stolen, did the lady notify the Bank? Did she request that the account be blocked temporairly?
How will be Bank know if she or someone else initiated the loan request?

The Bank will not just write off the loan like that just because of her actions/inactions. There are always two sides to a coin.

They have good cause to put a temporary hold on any account if they see that the account is being used for fraudulent activity.

The person tricked a friend into giving them the WhatsApp reset number and even tried to do the same with me, it was all in the screenshot. Nothing to do with a loan.

At the very least, they should just let the fraudster be aware that a report has been made on their account that they are investigating, that will spook the fraudster at least.

Trust me, if it was a member of staff that was being defrauded, or an attempt was being made to, they will not wait for a police report before acting instead of all this "we can't do anything".

The lack of a deterrent is why Yahoo boys (and girls thrive), we know the banks gain from such monies being there. The sooner banks are made complicit on fraudulent activity to do with customer accounts, the better. They will them patrol account activity much better.
