I guess if someone owns a car, he/she will have to look for at another place... not every building, especially a small one like this can afford to spare car parks.. This looks like two small mini-flat anyway, it's not unusual in our Nigeria.

The ground looks solid at that depth but looks might be deceiving. Maybe a soil investigation informed the decision to do a raft
