any android phone would do as there are HTML,js, CSS,PHP editors available for FREE downloads (I use webmaster lite on my Droid anytime am not close to my laptop) AND web servers to run your PHP codes (web servers are premium apps,they sell for around $2-4 ) but a bigger screen would do for "legibility of codes"......would mostly recommend a samsung but since you are on a low budget,just check out any tecno pads

i Want a phone not a tablet.

There is this tecno m3 I ordered from Jumia I got it for N9,500 and honestly it not bad at all plus it runs android 4.4 and 3G network . but the downside is just the screen size I think 3.0 or 3.5 inch not too good for coding

coding on d phone itself? No. But android programmng is on my todo.

I think it depends on what u are trying 2 use it for.

A. For coding, get 1 with an Android OS of at least 2.2, simply bcuz many Android users dont have the latest ones but many Android phones support Android OS 2.2.
B. For usage like calling n texting, get 1 with an Android OS of at least 4.0, simple bcuz many modern apps are making use of the latest Android APIs n hardware installed on the phones.

well,I wouldn't call myself a developer as I'm just picking up "it's rudiments",My first language actually ......You can code C/C++, Java, C#, HTML,CSS,PHP Javascript, Python on a Droid phone

yes you can but no all droids allow update (Techno does not,I guess but you can upgrade with a Samsung or HTC)
