The blind use it for a middle ground, and can go from there and know where to press keys.
Just like some computer keyboards have a bump on the F and J so they know where to put their index fingers, to line the rest of them up to type.

And if you listened closely, you'll observe that all numbers on a phone (whether touch or keypad) have different sounding tones. Just different enough for you to tell. Why?

Don't u always wonder how blind people do dial numbers on phones, the answer is 5 is in the middle of the numeric pads through which wen doted they can trace their way to all other numbers,

It is mainly for the visual impaired people

If you typed properly with your keyboard, you'd know why F and J have those dashes.

Remember what the "home row" keys are?
The left index finger goes on the F while the right one goes on the J.

The dashes are for locating them without looking at the keyboard.
