Lagos is the model for APC good governance my foot start with paying the teachers embarassed
Another teacher at a primary school in Alakuko area of the state, who also pleaded anonymity for fear of being sacked by the state government, confirmed to P.M.NEWS that the state government had for a long time stopped payment of welfare packages such as health and leave allowances to teachers.
“Each time we bring up these issues, the government will tell us it is working on them and that the economy is not favourable right now to implement them. Now, some of us can’t even remember how much we are being owed in allowances,” the teacher said.
The headmaster of a primary school in Somolu accused the government of being insincere in its treatment of teachers. “They are treating us like shit. They don’t care about us. They think we don’t know what is going on. Councillors and other political appointees that are not as educated as us are earning more than us. Apart from refusing to pay our allowances, the government imposed huge taxes on our salaries which reduced our take home pay.”
A teacher in one of the public schools on Lagos Island said the anger among teachers was spreading very fast and that some civil servants have decided to join the agitation because they have similar complaints.
The teacher who did not mention his name for fear of being victimised warned that the Ekiti experience where the incumbent governor lost woefully can be replicated in Lagos State if nothing is done about the plight of teachers.
When contacted through a text message to respond to the complaints of the teachers, the state Commissioner for Education, Olayinka Oladunjoye, simply said: “we are working on it.”

if you can't get the message then I pity for you. Whatever spent on the masses is CAPITAL project. QED
As far as am concerned anything welfare is a recurrent expenditure. Pumping huge amount of cash without a corresponding increase in value and productivity cannot be termed a capital expenditure.
Compare GEJ's Plan - Youwin Project (Capital Expenditure) that gives out loans to over a thousand Nigerian youths to establish their own business. Let's say out of 1000 youths, 800 became very success and were able to employ at least 4 people after 1 year, these will translate to 3200 jobs (800*4). Again in the second year they were able to expand and increase their workforce from 4 to 8 people. By the time you multiply 800 by 8, you will get 6400 jobs. That means a simple loan to 800 youths through Youwin was able to generate 6400 jobs in the Nigerian economy within two years. This is what productivity is all about. By the time you factored the multiplier effect after ten years, as much as 40,000 job would have been created. The more jobs are created the more value is added to Nigeria's economy, and the more value added to the economy the more it grows. That's way much better compared to your APC's welfare scheme of N5,000 each to 25 million youths which by the way will not result in any increase in value nor productivity to the Nigerian economy. This is pure waste of money.

On a serious note all jokes aside
Big shame that those temporary school buildings which Jakande designed to be replaced within ten years are being used 30 years after Jakande left office.
Fashola would not send his own children to the schools where he enjoyed free education less than 35 years ago!
It is a big shame that many of those schools, just like many of Lagos residents do not have portable water or toilet facilities. Never mind laboratories, workshops or sports facilities.
LASU has become one of the worst universities in Nigeria. How can you people live with yourselves?

Bro no de fall your hand. Recurrent means all monies to be spend on running government. Eg stationeries, salaries and allowances of government officials and civil servants, pensions and gratuity, and other sundary expenses acrued to "AN office".

Capital expenditure includes all those monies that goes to the public, like infrastructure, social services, educational projects etc but not salaries and allowances or pensions.

In simple definition: whatever goes to the public is capital. Whatever is used to run government and parastatals is recurrent
------------------------------------------------------

Recurrent expenditure simply means recurring/continual expenditure--expenses that you will continue to make. In other words, recurrent expenditure is expenses made on anything which does not lead to the creation or acquisition of fixed assets. In other words, one-off expenses. I have gone through your explanations of recurrent expenditure and have been wondering how payment of benefit to the old and the unemployed will lead to creation or acquisition of fixed assets. So, social welfare cannot possibly be capital expenditure. And the idea that 'whatever goes to the public is capital' to my mind, is warped.

I always try to ignore you and I will do after this post. capital expenditures is expenses on assets and infrastructure while recurrent expenditure is expense on liabilities or things that keep on happening. Social services like unemployment benefit is never recurrent, because it is dependent upon a variable vis-a-viz job availability. You only bear such burdent when there is NO job, and the cost is relative as said earlier. Also, the population are Asset to any government, while officers of government are liabilities. Hence, whatever goes to the population (Variable Assets) in form of social benefit or otherwise is CAPITAL, while whatever goes as pension, salaries, gratuities, and other forms of benefit that is needed to run a government are liabilities, hence, recurrent. You should not bother quoting me again because I will IGNORE you!

Per Mrs. Bridget Nunoo, head teacher, First Star, Fagba, Lagos,
private school teachers in primary school are paid N12,000 per month. Senior staff between N20,000 and N30,000 per month. You are talking about ignorance? State pays less!
http://www.punchng.com/education/private-school-head-teachers-seek-better-pay/

If they even get paid!

They pay foreigners http://www.seekteachers.com/jobs.asp?country_id=62 a wooping N300,000 to teach in Lagos is that fair that outsiders get paid way more. APC is truly the government for the Elite by the Elite.
From you just wrote above, I see you cannot differentiate between National and state issue. Who determines minimum wage?
Every odd things that happen in Lagos is the fault of Fashola. Do you know that Federal Government also has stake in Lagos? How many housing estate has PDP govt build in Lagos, affordable or luxury? How many investment has Federal Governemnt of PDP brought to Lagos state? Please save us some time and quit this.

Note: I am neither a supporter of APC nor PDP

Why didnt Jonathan leave his family to school in Otuoke? How many of our politicians (APC and PDP) has their children in Public school? Please just be truthful to yourself for once. Why did you singled out Fashola? What is happening in LASU is happening everywhere....Abraka, IMSU, Kogi state, Kebbi state universities......

You are talking about facilities as if if you go to other states you will find them abundantly.. If you want to criticize do so without being partial...

Stop mis-educating people. Benefits are never part of capital expenditure. Population can be an asset or a liability depending on the dependency ratio. An aging population can never be an asset to any government. Why do you think that some countries give higher points to younger people on their point-based migration programmes? Perhaps, you are mistaking social benefits for social capital (roads, bridges, hospitals, etc). Benefit generally is allowance given to those sections of the population that for some reasons (like being old, physically incapacitated, unemployed etc) do not earn money. In many instances, it is paid whether there are jobs or not. And nobody can predict how the number of those in this group will rise or fall. Even when there are jobs, there are people who just refuse to work but will keep reproducing in order to be given free house, child benefit, etc. Rather than 'forming' economics teacher, a simple google search on countries' recurrent expenditure will school you a little. This is simple O' Level economics.

Anything welfare is a recurrent expenditure. Welfare doesn't create value.
Welfare doesn't create value?
No wonder pdp has failed woefully.

What about stomach infrastructure? Does it create value?
The APC will institute an organized welfare system for Nigeria's unemployed graduates, thereby increasing consumer spending, with marketwomen making more sales, artisans and mechanics getting more business.

These are the segments of the economy who bear the brunt of the pdp game of brigandage and corruption. They will be restituted.

Op,you just confirmed a globally known view:pdp doesn't know economy.
Re: Dear APC: Brilliant Manifesto To Stylishly Embezzle Money Congrats by laimo(m): 2:48pm On Dec 01, 2014
The op's preference will be an economy where death is assured for graduates after paying to apply for federal government jobs.
The ebellejonathan economy which has now been discredited, gdp rebasing failure, naira devalued, inflation at all time high.

Even Abacha has been canonized-he was better with the economy with the sanctions at the time.

Now,no sanctions, but GEJ has created all the negative indices.

The Fashola you are so critical about has ran the Lagos economy better than Jonathan has ran Nigeria's.There really is no point of comparative analysis between Lagos and Nigeria.
The Fitch credit rating for Lagos is AA+.Tell me Nigeria's.
It is not out there because it can not be self-instituted.

Bottomline?APC is better in economy from Lagos to Benin-City to PH.

Fashola is the APC poster boy for progress. Lagos is supposed to be, according to propaganda, proof that APC practices good governance.

They are confused and can only go by the talking points shared in APC cyber meetings. How can social benefits be an asset? Well, the same same way Buhari said Abacha is corrupt free, Voodoo Economics.

My sister I am ashamed of such elementary blarbing. Where in the world is social benefit to inactive section of the population an asset? APC is bereeaved of ideas that is why all they do is propaganda. Is it not crass hypocricy that a party its governors said there was no need for sovereign wealth fund when Okonjo-Iweala proposed it wil turn around now to say thay FG did not save money for the rainy days?
