Following the feasibility studies undertaken by BEICIP, an international oil and gas consulting and software solution provider firm from Paris , in 1974 for the Federal Government of Nigeria with the objectives to establish the demand and consumption patterns of petroleum products and also determine the size of a new refinery to be constructed, a tendering exercise involving international engineering contractors resulted in the award of a contract to Snamprogetti Spa of Milan , Italy , in 1975. The contract was for the design, procurement and construction of a new grassroots petroleum refinery in Warri The design capacity of the refinery was 100,000 bpd and the project duration was 30 months. This project was completed and the Warri Refinery was commissioned in 1978

Such projects are appropriated by the national Assembly and signed by the president. The minister being an employee of the federal government, only stands as a supervisor to the project. It is not an administrative responsibility. It's a capital investiment. It's idea hardly even comes from the ministry but from the National assembly

The Minister is the initiator in most cases, he tables his proposal before the Federal Executive Council of which he is a member, headed by the C-in-C. The FEC approves the project and the Minister Implements. The role of NASS is not to determine project to be done and not to be done but to perform oversight ensuring that whatever is budgeted for is spent judiciously and serves public interest.

Warri Refining & Petrochemical Ltd (WRPC)
It was built in 1978 under Obasanjo’s ‘first missionary journey’. It was debottlenecked (fancy word for upgraded!) in1987 when GMB was already kicked out.

Port Harcourt Refining Company Ltd (PHRC)
This refinery comprises of two refineries, the Old Port Harcourt Refinery (OPHR) and the New Port Harcourt Refinery (NPHR)
– OPHR was built in 1965 under Dr. Nnamdi Azikiwe, when GMB was probably a cadet officer in Nigerian army.
– NPHR was built in 1989 by none other than General Babangida (August 27 1985 – August 27 1993). Kindly note that GMB had gone back to his Daura home after a ‘brief tint’ at prison!

Kaduna Petrochemical and Refining Company Ltd (KPRC)
This one has a more knotty history, but not to worry, I will break it down!
– Fuels Plant, i.e. the main the main refinery was built in 1980 by President Shehu Shagari (October 1, 1979 – December 31, 1983)
– The Petrochemicals plant was done in 1988 by General Fineface Babangida
– Lubes plant was built in 1983 by Shagari (October 1, 1979 – December 31, 1983) after which GMB take koboko whip everyone commot!

Ladies and gentlemen, can someone now tell me which refinery GMB built? Oh yes I now remember, he built 6 (six) refineries! Yes, that’s true, believe you me! Four are in my village; one on the way to stream, second one near our market square, third one behind THEIR Ogwugwueke shrine, and the last one under one Palm tree at our backyard! The other remaining three (3) are at undisclosed locations for security purposes! Look closely and you will notice APC Maths in action!

recall vividly, after the APC ward elections, Metuh offered to provide to the APC technical support and assistance to enable them conduct free, fair and peaceful elections. Whereas the APC conducted elections in the 36 states and only 2 states had their elections postponed. When the Apc amended their party constitution , Metuh was on air castigating the APC as a party that lacks the capacity to rule, by amending its own constitution. Whereas the PDP primaries in all the 36 states could be best described as ; shams,poorly organised, rag tagged, roforo, free for all, coronation of constitutional monarchs or imposition of handpicked flagbearers. The PDP and Presidency were indeed extremely surprise with the conduct, organisation, peaceful, credible, transparent, cordiality and peaceful outcome of the APC Presidential. The PDP is full of deceits, hypocrisy, propaganda, spreading of falsehoods and twisting tales to make them look logical and real to deceive gullible nigerians. It is on record that, the PDP as a party has no manifestos, agenda, programmes but strive on divide and rule tactics using primordial and primitive sentiments as their campaign manifestos and strategy. In 1999, what did the PDP promised Nigerians? Nothing and they have delivered nothing after 16 years in power. Everything the PDP has touched , had turn to dust. Despite of the brilliant manifestos of the AD/APP lead by the erudite Olu Falae, the PDP `s main song, was Nigerians should vote for someone who has been tested, and capable to keep the military in the barracks. It is on record that, OBJ like his predecessors dodged and never attended the presidential debate. Religion nor tribe were never an issue in 1999.
Both candidates were from same ethnic group, region, tribe and christians . One a military dictator and the other a former SGF to a military government.
In 2003, when GMB contested against OBJ, both ex military dictators. The issue of religion cropped up. Though it was mildly suppressed by OBJ campaign organisation but was allowed to circulate in the press , GMB was presented as a religious bigot, coup plotter and military dictator and human rights offender. It is on record that, just like OBJ and GMB, both were never the coup leaders. Gen Sani Abacha led the coup that overthrew Shagari and GMB was drafted to become Head of State.
In 2007, when Yara Adua and GMB contested elections, both moslems and from same state. The PDP was silence on religion. The PDP was unable to admit and tell Nigerians that, Yara Adua was more conservative,, religious and one of the earliest PDP Governors to sign and criminalise Sharia into law. Yara Aduan never campaigned and made no campaign promises to Nigerians, but what we heard then was generational shift and real change to civilian rule. Yara Adua 7 point agenda were to reverse all OBJ policies. It was like a military takeover or coup and not like a transition from the PDP to the PDP.
In 2011, the PDP raised the religious, ethnic , zonal , tribal card to a crescendo. GMB was presented as a religious bigot, born to rule, coup plotter, whilst GEJ campaigners presented him as Christian, southern minority and from a region than lay the golden eggs etc. The campaign was between born to rule and resource control, North versus south, christian versus moslem, Jesus Christ -The Lord and Savior versus Prophet Mohamed May Peace Be Upon His Holy Name, GEJ handlers carried that same baggage and campaign rhetoric into the administration and governance of the country after winning the elections. Instead of uniting the country and promoting regional cohesion and integration, GEJ continued along that divisive trajectory as we started hearing all sort of unprintable names being used against the North, Islam, opposition leaders and recently APC.
The PDP is suffocating today cos of hypocrisy and GEJ`s personal ambitions above national and party interests. To wit, in 2011 and 2014 when the North requested for power to return to the North, in accordance to the PDP zoning principles and agreement, what did we hear? The constitution is supreme and there is no provision therein that prescribe zoning and there were no such agreement. These same people hinged their arguments on the fact that, the North was ruling under the military, not minding the fact we are in a new dispensation an without zoning and rotation formula an Ijaw could not been able to become President. They are also oblivious of the afct that, since 1999, the North has only ruled for 3 years and the rotation agreement was a PDP affair. Today, the clamour and agitations by the same PDP northern political class for power to return to the North, is now personified by the same PDP propagandists on Buhari. Today in Rivers , Akwa Ibom, Cross River, Delta etc, they are cries for rotation of power. None of these agitators are saying, our zone had produced a military administrator before, they all based their calculations and permutations from 1999. The PDP and the likes of METUH are very bad influence on Nigerians youth and people.
