What he said is:

one meal a day for primary school pupils (this in turn will increase agricultural production in the country and create more jobs in logistics as well)

5000 a month for the poorest families in the country after showing prove that the have enrolled their kids in school

Buying from the farmers and redistributing for the a meal per day program will encourage commercial agriculture because farmers will have guaranteed sales to the government and wont have to worry about the market

He never promises Nigerians free food or are you in primary school?
