1. he is the mastermind behind the insurgency as such he will simply call his boys to order
2. he is totally clueless and saying want the gullible folks want to hear

i will lean towards item 1 due to the fact that having attained the rank of General (merited or not) he will not be as stupid to say such an insurgence/guerrilla warfare can be resolved within weeks of attaining the post of President.
