Since some people have chosen to remain daft, here is the constitutional requirements again: Section 318 of the constitution "School Certificate or its equivalent" means (a) a Secondary School Certificate or its equivalent, or Grade II Teacher’s Certificate, the City and Guilds Certificate; or (b) education up to Secondary School Certificate level; or (c) Primary Six School Leaving Certificate or its equivalent and - (i) service in the public or private sector in the Federation in any capacity acceptable to the Independent National Electoral Commission for a minimum of ten years, and (ii) attendance at courses and training in such institutions as may be acceptable to the Independent National Electoral Commission for periods totalling up to a minimum of one year, and (iii) the ability to read, write, understand and communicate in the English language to the satisfaction of the Independent National Electoral Commission, and (d) any other qualification acceptable by the Independent National Electoral Commission; Section 31 of the electoral act is also very clear: 31. -(1) Every political party shall not later than 60 days before the date appointed for a general election under the provisions of this Act, submit to the Commission in the prescribed forms the list of the candidates the Party proposes to sponsor at the elections. (2) The list or information submitted by each candidate shall be accompanied by an Affidavit sworn to by the candidate at the High Court of a State, indicating that he has fulfilled all the constitutional requirements for election into that office. (3) The Commission shall, within 7 days of the receipt of the personal particulars of the candidate, publish same in the constituency where the candidate intends to contest the election. (4) Any person may apply to the Commission for a copy of nomination form, affidavit and any other document submitted by a candidate at an election and the Commission shall, upon payment of a prescribed fee, issue such person with a certified copy of document within 14 days‖. (5) Any person who has reasonable grounds to believe that any information INEC has accepted what Buhari has presented.Mischief makers should go to court or commit suicide! ADDENDUM: Up till this moment, entry into the Armed Forces in Nigeria is still based on Quota System/Federal Character. As at 1962 when Muhamadu Buhari enlisted in the Nigerian Military Training College, Kaduna, the pre-requisite qualification was attendance and passing out from a Secondary School. All what were required then were a Testimonial and Recommendation from the School. Buhari attended the Nigerian Military Training College, Kaduna, now renamed Nigerian Defence Academy (NDA), now equivalent of a University in Nigeria. From 1962 to 1963, he underwent Officer Cadets training at Mons Officer Cadet School in Aldershot in England. From Nov. 1963 to Jan.1964, Muhamadu Buhari attended the Platoon Commanders' Course at the Nigerian Defence Academy, Kaduna. Also in 1964, Buhari attended the Mechanical Transport Officers' Course at the Army Mechanical Transport School in Bordon, United Kingdom. Muhamadu Buhari attended the Defence Services Staff College, Wellington, India in 1973. From 1979 to 1980, Colonel Muhamadu Buhari attended the Army War College in Carlisle, Pennsylvania, U.S.A and graduated with a Master's Degree in Srategic Studies. With all these academic qualifications obtained by General Muhamadu Buhari, Buhari is not an illiterate. He is highly educated. |

All these privilleges these northerners enjoyed then, without proper qualification. Buhari should present a certificate,a letter of recommendation isn't equivalent to it. |

Raiders:What is confusing you there: As at d time the letter was written BUHARI had not finished school according to the principal hence the need for d letter. Later on, when Buhari was asked to fill a form he started he only had 4creits and a Pass, hence he didn't even pass with required 50credits when he eventually finished. Any other thing.... |

Buhari don suffer today. ![]() The old man should have just retired to his Daura and acted like a sage or elder statesman with the little dignity he had left; but his desperation for power is about to open the most embarrassing chapter in his life. What a pity! |

rusher14:Not that I am interested in back and forth but PASSING WAEC exams with 5 Credits is different from HAVING a WAEC certificate. WAEC certificate is not Secondary School Certificate of attendance. I have both actually, so I know the contents. The problem here is Buhari has sworn to an affidavit with INEC that the information filled out in his form with INEC were true. Part of what is meant to be true is that the clearly stated qualification in the INEC displayed documents was WAEC. The question is this, does Buhari has WAEC certificate as he claimed to have? Forget Punch's abridged reportage, probably out of bias. See a section of the statement below: Records available indicate that Major General M Buhari applied to join the military as a Form Six student of the Provincial Secondary School, Katsina on 18 Oct 61. His application was duly endorsed by the Principal of the school, who also wrote a report on him and recommended him to be suitable for military commission. It is a practice in the NA that before candidates are shortlisted for commissioning into the officers’ cadre of the Service, the Selection Board verifies the original copies of credentials that are presented. However, there is no available record to show that this process was followed in the 1960s. Nevertheless, the entry made on the NA Form 199A at the point of documentation after commission as an officer indicated that the former Head of State obtained the West African School Certificate (WASC) in 1961 with credits in relevant subjects: English Language, Geography, History, Health Science, Hausa and a pass in English Literature. Neither the original copy, Certified True Copy (CTC) nor statement of result of Major General M Buhari’s WASC result is in his personal file.In fact, someone in the Press Conference told me that The Army spokesman passed around a letter from his school principal in 1961 telling the Army that he believes that Buhari CAN pass some subjects. It is there in black and white. |

Honestly, I thought every institution reserves a copy of certificates issued to their students! And I believe the army is very disciplined n organized as per record keeping! He by himself referred to d military board! So Y will they evr deny a general at very crucial time like this? Unless he has no academic certificates with them |

In civilised countries, people do not call their Generals illiterate, they respect them.In US,a career in the military is as prestigious as any other career in the world, including those requiring PhDs. But in my country, somebody is calling a whole General that put his life on line so that Nigeria could remain one, an illeterate.I am shedding tears! EnigmAries:My point exactly. In addition to a certificate, an attestation letter is given. I did mention that in one of my earlier posts. Now, the 'attestation letter' and no more is out. The burning question remains, where is the certificate? The letter was placed on something, where is the thing it was placed on? Where is evidence that a proper foundation was laid before the laying on of all other 'qualifications'? |

jacksparrow1207:He does not have his certificates. That was what he stated in the affidavit he swore to and submitted in lieu of his certificates. Since you claim you believe he is educated, why do you continue to insist he present document which he ab initio had stated he did not have ![]() There is really no need for this Catch 22 situation some people are trying to create here. If his statement is not satisfactory to you, you have the right as a citizen to go to court to compel INEC to disqualify him....as long as you can convince the courts that not having his original or bromide copy of his certificate is enough grounds to disqualify him. Otherwise, we need to stop this pointless and somewhat obtuse back and forth on this matter. Buhari does not have his certificates but he feels he is eminently qualified to run. INEC who is the regulator, agrees with him and has duly recognised him as such. Right now, God willing, only the courts can stop him from contesting...period!!! |

This whole waec certificate saga shouldnt even be an issue because its easy to get anybody waec records by simplying applying to waec for it. |

Permit me to ask a very logical question to all of you intellectuals and rather than start biting and chewing me to bits, answer it or ignore. Do you in your right minds have the slightest belief that if Buhari was not qualified or let me put it in your English, does not have a certificate, the PDP with all its brilliant and powerful people wouldn't have dragged his sorry ass to court since early December when he emerged the APC candidate ?They sold you guys a dummy to take your mind of the reality and funnily enough you happily dance to their tune everyday :-) BE REALISTIC and find better facts to argue upon and stop wasting your time because in all honesty whether una accept or not, na better campaign una dey do for Buhari. More grease to your fingers and not elbows as this case may be :-) You guys can start biting away because I know that's what's next :-) BUT that's my two cents ;-) |
