A consultant is that officer that specialized in carrying out a particular responsibility as part of his/her profession, based on the assignment given to him/her carried out the assignment in a professional manner within which the job responsibility is defined.

For example ; you can be HR Consultant, Procurement consultant, I.T. consultant in an organization, the reason why you are given this job is because the organization believe you are professional/competent on this field and you are expected to do your jobs professionally within which the agreement was made.
