This clearly shows that the man does not have WAEC cert. What other form corruption is worse than this. When being a Hausa/Fulani gets you into positions you're not qualified to occupy. Well I agree he made some bad call in the presidential pardon but I'll also mention that he tried in certain sector. The problem in Nigeria is a problem that has been there for more than 30yrs and is in every sector of the country. Asking GEJ to get rid of all these in his 5yrs in office is not feasible.
