Ops, You are just as stupid and clueless as your president, the question you need to ask yourself what is the meaning or definition of the world 'corruption', which means 'dishonest or fraudulent conduct by those in power, typically involving bribery', what is the definition of 'stealing' it means; taking (another person's property) without permission or legal right and without intending to return it. To steal is to be morally corrupt.
When you are in power and you steal/ embezzle funds. That is corruption plain and simple.
To steal in govt, bribery, forgery, theft is always involved.
Giving out contracts to dud companies or friend/ relatives who will certainly give a cut ( bribe)
Govt money can never be pulled out of the bank or stolen directly by a person in power.
Stealing in govt is done by awarding contracts, excessive expenses eg private jets, limos, exotic cars and hotels.
Bottomline stealing= corruption.
