We need updated legislation, that are in tandem with modern realities and forfeiture of assets acquired through the proceeds of such corrupt acts. The penalties in our current laws against corruption are too weak.

Our anti-corruption agencies should be empowered to go after anybody that is found liable. This is only possible if the body language of whoever is occupying Aso Rock is not supportive of corruption. I believe making the funding of the agencies statutory will also help out.

The judiciary system ought to be reformed and their processes harmonised. This will ensure speedy prosecution and judgement. The judges prolong most of these cases on flimsy excuses that are ridiculous.

Our religious and community leaders and National Orientation Agency need to embark of strategic, conscious and sustainable re-orientation campaign to change the mentality of the citizens. The psyche of the Nigerian populace has been gradually configured over the decades to accept corruption as a norm. When people start defending corruption based on she is our daughter "don't touch her" or people roll put drums to celebrate an ex-convict jailed for being corrupt or a whole town coming out to defend a 419 kingpin or drug baron from being arrested, all these shows our psyche against corruption as a people is warped.

Northerners are the biggest beneficiary of this scheme followed by the south westerners. a country where half of its workers are "ghost workers" and even get paid earlier than the real physical workers.

All of you criticising the poster are the ones wrong. He has asked a very valid question. Let me give a simpler analogy. We all know salary is a recurrent expenditure, hence you have to budget for it come rain, come sun. Imagine you are an employer with 10 people under your employment, whom you pay N100 monthly, it means that at the end of each month, you have to set aside N1,000 to pay your staff. If for some reason, in a particular month, 5 of these people die, or you find out they do not exist, does that not mean that you will now pay N500 rather than N1,000 as you have always paid/budgeted? It now means you have free N500 to do other things with. It is not rocket science.

The poster is simply asking; what has the government done with this excess? (if the story is true)

And what is it in the original write up where it read "At first he was worried when it was delayed, but when we told him the real reason for the delay, he smiled"was that really NOI talking or the trailer of a new Nollywood movie called "Desperate for Love" undecided undecided

My brother, they don't have anything to show other than to keep repeating routine exercise and gullible Nigerians will clap. How many time in the past have ghost workers been uncovered and billions saved. NOI wants us to believe she has done what has never been achieved before but the truth is this kind of exercise had been done in the past without any form of jamboree and devoid of glory seeking:

In May 2009, the House of Representative Committees on Customs and Excise also discovered that about 50% of the 20,000 workforce in the Nigeria Customs Service were ghost workers.

[b]Certainly, federal government is not immune to similar fraudulent revenue leakages; indeed, as far back as 2001, the incumbent Accountant General of the Federation, Chief Joseph Naiyeju, reported the discovery of 40,000 ghost workers following a man-power verification exercise conducted by the federal government.

Similarly, when Mallam Nasir El Rufai was Minister, of the Federal Capital Territory in 2006, 6000 ghost workers were detected after the completion of a staff audit, which also revealed that the FCT government was losing about $8m annually, due to ghost workers on its payroll.

The Bureau of Public Service Reforms (BPSR) with El Rufai as Chairman, consequently signed a World Bank sponsored $4.9m contract with the Nigerian-based System Specs Consortium in October 2006, for the provision of a more coherent Integrated Personnel and Payroll Information System (IPPIS).

Former Finance Minister, Mr. Olusegun Aganga, in July 2011, reported that the federal government had removed a total of 43,000 ghost workers from the old payroll of 112,000 employees in several MDAs, between 2010 and 2011, through the implementation of the IPPIS! The IPPIS system is a biometric system, where the data of every government employee is captured so that salary payment can be made directly into the correct bank account.

If we have to borrow to make up our shortfall, and suddenly we get some free cash due to savings from such. What do you think will happen? If previous administration did same without much hullabaloo; how come you saw it in the news?...

Due to your hatred and prejudice against people who doesn't even know of your existence; you fail to read with reason. Let me help you here. The difference between what previous administration did and what NOI is doing is very big and obvious. Howhuh....Past government just did routine investigation and found out some ghost workers and flushed them out. But these are replaced almost immediately by same notorious officers in civil service.
In the case of GEJ now;he is using technological innovations as such countries like New Zealand did. Those technology and systemic platforms are being set up now and once you want to manipulate it; it will shut down. So no matter what you do there now; shortchanging the system won't be easy since no transaction can be concluded by one person or two persons alone....Replacing them won't be easy as before and the platforms or softwares will sure outlive his term and subsequent government won't have the burden of ghost workers again...it is w cashless system now....

Let me use a simple market analogy to help your brain here...If you have a need of #150. And as you're about to go to market with #100 which is all the money you have at home; you suddenly found out that you have a tin of tomato remaining which might have cost you like #20 from the #100 though you actually need #150 for the purchases. So you cancel out tomato from your list of things to buy while your journey to the market continues...Where is the money you saved from that tin of tomatohuh....Is Nigeria running a surplus or deficit budget?....That analogy is the case of Nigeria my good brother...hope you understand it better now?

Government only needs to create enabling environment; many people in government offices dont want to leave because they can't do any other thing,if it is a productive sector, yes it can expand like factory, but in a ministry you have number of typists you can employ......

I said to create new jobs not duplicate jobs. People learn and can be trained. The Civil service can be made productive.

That is not quite how fiscal budgeting works - the fact that this money is "saved", does not equate to a surplus. It simply means that is N2B that does not have to be spent. Reality is that the funds were probably never available as Nigeria has been robbing Peter to pay Paul in this era of our single product economy (OIL).

Let me explain with an everyday analogy:
Wazobia earns N100,000 annually. Wazobia has his eyes on a Toyota Camry at the car dealer next door. The Camry costs N500,000. Wazobia places the Camry on his "budget" every year, believing like the man of God (Daddy G.O.) says, that this blessing shall be his! 2 years go by, Wazobia still has not been able to save a penny because his yearly expenses are N120,000! He is barely making it, and has had to borrow money from Iya Ijebu (IMF) and Malam Nasiru to meet up. (Lets not talk about the time he stole N2000 from madams wallet when she was making eyes at Oga's best friend.)

One day, as Wazobia is walking home (trekking, because he cannot afford keke napep), he sees that the Camry is gone! "Kai!" Wazobia says, "someone has stolen my blessing! Diaris God oh!!" He goes home that evening and with a heavy heart (full of curses for that thief of blessings), he strikes the Camry off his budget.

Fact: 1. Wazobia is NOT N500,000 richer suddenly. 2. That is N500,000 he does not have to worry about borrowing / stealing / re-allocating to spend. 3. Wazobia, clearly an irresponsible dreamer, will probably just replace the Camry with another unrealistic item on his "budget".

Let me explain with an everyday analogy:
Wazobia earns N100,000 annually. Wazobia has his eyes on a Toyota Camry at the car dealer next door. The Camry costs N500,000. Wazobia places the Camry on his "budget" every year, believing like the man of God (Daddy G.O.) says, that this blessing shall be his! 2 years go by, Wazobia still has not been able to save a penny because his yearly expenses are N120,000! He is barely making it, and has had to borrow money from Iya Ijebu (IMF) and Malam Nasiru to meet up. (Lets not talk about the time he stole N2000 from madams wallet when she was making eyes at Oga's best friend.)

One day, as Wazobia is walking home (trekking, because he cannot afford keke napep), he sees that the Camry is gone! "Kai!" Wazobia says, "someone has stolen my blessing! Diaris God oh!!" He goes home that evening and with a heavy heart (full of curses for that thief of blessings), he strikes the Camry off his budget.

Fact: 1. Wazobia is NOT N500,000 richer suddenly. 2. That is N500,000 he does not have to worry about borrowing / stealing / re-allocating to spend. 3. Wazobia, clearly an irresponsible dreamer, will probably just replace the Camry with another unrealistic item on his "budget".

i do not comprehend. In reality, the FG has been paying/affording these ghost workers salaries for years. They had it calculated in the budget, and if not for the said new technology magic, they would have paid it without delay. In fact, the delay in salary payment was said to be due to this good news. What happened to our federal reserves and why have we not been saving for the rainy day? NOI told us that they had everything in place even if crude barrel prices were to fall to $65 or so. Why then are we borrowing like we are poor. What happened to our large economy, rebasing and our oil money. What happened to our federal reserves and other accounts? What happened to our Sovereign wealth funds, and to the increase in revenue the government had by reducing subsidy. At least, we did not get the palliatives promised, so where is the money? Most of the present governments so called achievements are on borrowed money from China and co that another generation will have to pay for. What happened to the moneys from MDG and other monies sent to Africa to help us? Help me to comprehend please.

Due to your hatred and prejudice against people who doesn't even know of your existence; you fail to read with reason. Let me help you here. The difference between what previous administration did and what NOI is doing is very big and obvious. Howhuh....Past government just did routine investigation and found out some ghost workers and flushed them out. But these are replaced almost immediately by same notorious officers in civil service.
In the case of GEJ now;he is using technological innovations as such countries like New Zealand did. Those technology and systemic platforms are being set up now and once you want to manipulate it; it will shut down. So no matter what you do there now; shortchanging the system won't be easy since no transaction can be concluded by one person or two persons alone....Replacing them won't be easy as before and the platforms or softwares will sure outlive his term and subsequent government won't have the burden of ghost workers again...it is w cashless system now....

If you clicked the link and read the article, you would have noticed that it was not in the press as at when each exercise was done and even your so called technological innovation is not so new in Nigeria. Hence, and all the points you raised were trash. So, you can continue to be "honestly gullible" and keep clapping for this. Or even if you don't want to ask the tough question of what has happened to the supposed saved N200B, you should at least ask what has happened to the heads of the ministries where the ghost workers were found.

At the end of the day, the people deserve the government it gets.
