Correct. I would also propose a revenue sharing formula in which the FG takes 70%, whilst the state takes home 30% of the revenue generated at the Apapa and Tincan Island ports. The extra funds would help the state too.

If this should be the case, then the FG must end the Lagos port monopoly, by spending to upgrade the ports in other parts of the country, to ensure every one benefits from this 70-30 sharing formula and the economic opportunities that come with it.

Not necessary. The Federal Government should just practice true federalism which will enable Lagos benefit directly from the federal structures existing in the state, e.g., the ports, etc... With that the state will still get the money that would have been allocated to the Ministry... Federal beaurocrary is the worst, so creating another Ministry will be creating another avenue for corruption....

I think ministry of Kano or even Jigawa affairs will be more appropriate.

Those states are free to ask for whatever they can get from the federal government. My region seeks to reduce the presence of the federal government.
