I know of a guy that earns 50k monthly but find it difficult to pay 5k as tithe, though he is willing to be paying 2k rather, is he rubbing God?

Even the Bible never said that "you will burn in hell if you don't pay tithe" obedience to the word of God is optional

As a christian he is not meant to pay tithe in the first instance

Tell him he is in good company. Because the apostles, the early church and the first century christians didn't pay tithe either. They only gave, they didn't tithe.

Giving is the commandment of the new covenant, not tithing.

Your friend is in good company if he doesn't pay tithe -the company of the apostles and the early church. They didn't pay tithe either.
