it means you have 10 minutes to get connected to their registration page.After connecting, its up to you how long you take.

This is not fair in a country where Internet connectivity is poor or rather not evenly spread, this will result to inequality, though I don't know their reason for doing it this way.

I have been try to apply for dis job but the site was congested ,may God help me .

It kept reading until it got to 10am,immediately I refreshed the page and they brought out the question,I answered it and then another page where I started the registration process. It takes patience.
