Hijjab was used due to desert conditions even before religion and was later turned into culture, this was later incurcated into religion. If you want to practice religion then don't put on cardigans, long boots, head wormers, jackets etc if you visit Moscow during winter periods, just put on what they put on in the middle East and we will see how long you last.
