Civilians living in that place are zombies abi or combatants? Siting the command centre in Maiduguri is a tactical move and it would help end this war early enough.

What is a command centre? Wikipedia defines it as (often called a war room) any place that is used to provide centralized command for some purpose. Moving the command centre to Maiduguri doesn't mean the army HQ has moved. It only means that the war efforts will be coordinated from Maiduguri and not from Abuja.
