OP, you seem to be lost in a maze of military and tactical vocabularies to simply understand what the President meant. The Central Command of the Nigerian Military remains in Abuja. It's the Command & Control Centre set up for this particular insurgency that will be relocated to Maiduguri. When wars are fought, the Command & Control centres are not far from the battle centres. This is to ensure the immediacy of actions based on sitreps and speedy logistics. This Command and Control Centre reports to the Central Command at the Military HQ, which is Abuja in our case. For your information, the Command & Control Centres for the American forces in Iraq is in Kuwait & Qatar and only reports to the ones in the States. NATO's Command & Control Centre is in Kabul, with annexes in Kandahar and Helmand. These Centres are set up for each Campaigns and are not the CENTRAL command centre like you are making people believe

As one of posters said, if we lose our command center we lose d defense of d country.

If Niger Delta Militant start, WE will move the Command Centre set for the operation to combat them close to Niger Delta.
