I would say the wife gives it to him to encourage him to reciprocate.

If after a reasonable time (say 3 - 6 mths) he has refused to learn, she should stop.

While @ it, they should both ensure they are clean shaven and clean (preferably after a good bath) so the husband/wife is not discouraged when they are ready to try.
