Commendations as Obiano commissions Anambra road 0 Anambra State indigenes recently poured encomiums on the state Governor, Chief Willie Obiano, as he commissioned a 10km road. The road stretched from Igbariam Junction to Igbariam roundabout. The commissioning ceremony started with an opening prayer, which was said by Sir. Anselem Okafor, Senior Special Assistant on Religious Affairs to the Governor. In his opening remarks, the SA on IGR to the Governor, Uchenna Okafor asserted that the commissioning of the 10km road was symbolic to the people of Igbariam, Awkuzu and other neigbhouring communities because the road is one of the major roads that linked them together. He said that what surprised everybody was how Obiano was judiciously managing the lean fund within his disposal towards the delivery of democracy dividends to Ndi Anambra, considering the drastic fall of oil price in the international market, which affected Nigeria’s economy. He pointed out that out of the 36 states of the federation, 29 states are owing workers but that Obiano’s administration was paying workers their salaries when due. Likening Obiano to George W. Bush of America, Okafor commended the governor for the eradication of insecurity in Anambra State and attributed the victory of All Progressives Grand Alliance, APGA, House of Assembly candidates in the last general election to Obiano’s good work in the state. He further said that the road being commissioned was very important to the people of Igbariam, Awkuzu and other neigbhouring communities because it leads to Odumegwu-Ojukwu University, Anambra State-owned tertiary institution. Also speaking on the occasion, Anambra State Commissioner of Works, Hon. Law Chinwuba (Chidera Aguleri), asserted that construction works on the road was first awarded in 2006 to CCC Construction Company Ltd. However, the former governor, Mr. Peter Obi (Obiano’s predecessor), re-awarded the road to the same company after some years. He said that, in the spirit of continuity, the Obiano administration completed the remaining 4.5km of the 10km road project. The commissioner recalled that Obiano had promised promised Ndi Anambra during his campaign that his administration would continue and complete all ongoing projects in the state, commission them and commence new projects, hence Obiano’s resolve to ensure that there would be no abandoned project under his administration. He also said that what Obiano was doing in Anambra State is rare in Nigeria because most Nigerian leaders are known for abandoning projects started by their predecessors and it is not good because governance is supposed to be a continuum because continuity entrenches sustainable development. He also lauded Obiano for launching operation zero tolerance of pot-holes in Anambra State roads, saying that the policy have beautified Anambra roads. Speaking during the commissioning event, Obiano promised that his administration would continue with the implementation of his Four Cs agenda, stating that the Igbariam 10km road project was started by his predecessor and that his administration ensured its completion. He urged the people of Igbariam and Awkuzu to maintain the road as their own, attributing the earlier failure of the road to the condemnable acts of dumping refuse on drainage channels. The governor admonished the people of the community to desist from burning tyres and dumping refuse on the road, so that it would last longer because the road project gulped a lot of money.

Politics Ekiti Govt to Send Youths to Abia, Anambra for Stomach Infrastructure Ekiti state government will be sending youths to Aba, Abia State and Onitsha, Anambra State for stomach infrastructure. VANGUARD reports that the disclosure was made by Hon. (Dr.) STB Omotoso, member Ekiti State House of Assembly. He said the youths will be sent to Aba and Onitsha for apprenticeship under the state's stomach infrastructure programme. He said, ''Stomach infrastructure is narrowly defined by critics of Governor Fayose”, Hon. Omotosho said. “It is not all about just feeding people or giving gifts to people. If one should expatiate on the concept, it entails providing the people not only with the basic necessities of life after election, but also empowering them by making them self-reliant, with the best education and training and then giving them employment, which the Fayose government is presently engaged in''. He said the Ekiti State government did not need to waste scarce resources sending Ekiti unskilled youths to Europe or America for training. ''Instead, they could be sent to Aba to learn how to make shoes and bags, and to Onitsha to master trade; while those who are qualified and competent will be given local contracts. This is the concept behind the so-called ‘stomach infrastructure’ and not just distributing gift items. Stomach infrastructure goes on after election. It is about helping the poor. It is about engaging them in what can feed them earn a living. That’s what Fayose wants to continue doing. He needs stability to achieve for no progress can be made during crisis. We have had enough crisis and we want peaqce in our state''.

AFN Golden League: A wake-up Call For Sports In Anambra The maiden AFN/Anambra Golden League athletics meet has come and gone but not without its excitements and disappointments. The event, which was held at the Rojenny Stadium, Oba, Idemili South Council area, near Onitsha, was staged from June10 to June 11. The event was designed for the home-based athletes to garner points to be able to qualify to take part in the trials for major continental and World Games. These are events like the upcoming 11th All Africa Games in Congo and the 15th IAAF World Championships in China. The home-based had been given the set points’ target they must attain to be eligible to take part in the trials – the Cross Rivers/AFN All Nigeria Athletics Championships to be staged in Calabar. Willie Obiano of Anambra. “This facility at the moment is rated one best athletics ground in the entire South East,’’ noted a former national sprint sensation, Uche Emedolu, who expressed delight at installation of the facility. Such competition was much awaited to improve as well as brighten the chances of Anambra athletes to fight to be eligible to make the list of the National team to major national and international competitions. The disappointment, however, was that Anambra, the host state for the event did not feature prominently in the top ranking positions on the medals tables in virtually all 20 events competed for at the meet. In the 100 meters men, Nicholas Imhoarapamhe of National Security and Civil Defence Corps (NSCDC), Divine Oduduru of Delta and Peter Odele of University of Benin ((UNIBEN) finished in the top three positions — first, second and third – respectively While Imhoarapamhe posted 10.23 second for the top spot, Oduru, returned in 10.37 for the second position, while Odele clocked 10.50 seconds to place third. In women’s 100 metres dash, Isoken Igbinosun of NSCDC led the pack, breasting the tape in 11.68 seconds; Nkem Ezeala (Customs) returned in 11.72 while Cecillia Francis (Lagos) was third in a time of 11.77 seconds. In men’s high jump, Theadus Okpara (Customs), cleared 2.05 metres to win the top place, Obiora Arinze (Defenders) was second, having jumped 2.05 metres and Kingsley Ayebide (Delta) jumped 2.00 metres for a third place. The consolation for Anambra came from Anulika Aniefuna, who was placed third with a throw of 23.45 metres in the Hammar event for women. The event was won by Rita Modili (Delta) with a throw 41.27 metres and Celestina Efobi (NSCDC) was placed second, having thrown 25.88 metres for a third spot. In men’s 1,500 metres, Hamadja soudi (Cross River) breasted the tape in 3.55:69 seconds ahead of Charles Musa (Defenders) who returned in 3.59.44, while Romany Dessidji (Cross posted 4.03. 24 minutes for the third position. Lydia Micheal and Elizabeth Nuhu both of Customs were first and second with 17.56.05 and 18. 26.62 minutes respectively while Rachel Peter of UAM was third with 18.56.93 in the women’s 5,000m race. The President of AFN, Solomon Ogba, has since after the meet, criticised the timing and distances returned at the meet, describing the performance as poor. He even went on to appeal to the coaches to step up their game by working hard on their athletes to improve on their performances. Meanwhile, some of the athletes of Anambra origin attributed their poor performance to a lack of sponsorship and support by the state government. Clement Onejeme, a discuss thrower said he could not have performed better than he did because the team had not been sponsored to any championship since the beginning of the year. Onejeme also said equipment was not in place for them to train with. He hopes that their performance could become better with the installed standard facility. “We only gave what we have, nobody has bothered to find out how we have been faring but now that we have hosted this event, maybe attention can shift to our direction; we need support to perform well,” he said. Another athlete, Grace Anigbata thanked a private sports foundation in the state that had helped the team to feature at some championships and called on Government to encourage the athletes. Anigbata also pledged that the athletes would give their all, if well empowered financially and morally whenever they performed well at national and international competitions. “Government ought to reward excellence. “Government has to take care of our welfare so that we don’t lose the best among us to the other state that are ever ready poach them and offer rich rewards,” she said. Coaches in the state had also called for more competitions and sponsorships, so that athletes could save the state of its fading glory in sports. According to Bonny Akunna, a state Table Tennis coach, the state has not participated in any organised events since January. Akunna lamented that budding talents in the state were not being well-harnessed. Emedolu said the new tartan tracks has firmly placed Anambra among the comity of states with modern athletics facilities, even though the state is still deficient in many sporting facilities. Now that the facility is in place, it is expected that administrators in the state would use the success and challenges to reposition sports in Anambra State. The administrators should also see the welfare of athletes and provision of adequate facilities as needed panacea toward empowering the youth. (NAN)

AFN regrets athlete’s inability to win all cash prizes at AFN/Anambra Golden League Lagos – The Athletics Federation of Nigeria (AFN) says its President, Solomon Ogba was not happy that athletes failed to win all the prize-money on offer at the Anambra Golden League held at the Rojenny Sports Centre, Oba, Anambra State. A statement released by Kayode Thomas, Head Media Communications of AFN, quoted Ogba, as saying that it was regrettable that the athletes did not win all the amount. The statement, however, failed to mention the total amount on offer, but said that not less than N3 million of the amount was returned to the federation coffers at the end of the meet. According to the statement Ogba would have preferred that all the money on offer was cleared by the athletes. “The time and distances posted by the athletes at the meet, shows that there are still more work to be done.’’ The statement, then also quotes Ogba as appealing to the coaches to work harder to correct the flaws noticed at the meet before the next scheduled leg to hold on June 24 in Kaduna. |

Troubled governors and Peter Obi Principle by Steve Osuji As most governors in Nigeria run from pillar to post in search of funds to meet such basic obligation as salaries and pension arrears, this column wagers that all the petro-dollars in Arabia will not help a poor governor. Even as they collectively resolved to recover expenditure allegedly made on behalf of the Federal Government, a better option may well be to tell each other the harsh truth. Unless most of our governors purge themselves of spiritual and mental poverty, they will always be plagued by this manner fiscal poverty. The newly-elected governors in particular must carry out a deep introspection over the activities of their immediate predecessors and determine to choose a fresh path because the road ahead is destined to be tough. It will be interesting to note the amount spent by some of the governors at the Abuja meeting last Wednesday in search of bailout. It will be even more interesting to note that some of the governors travelled to and from Abuja in chartered jets at highly wasteful rates. Just last month, even as workers suffer the pangs of hunger, a governor from the Southeast was on a junket with a chartered jet. As he touched down in his state, he kept the jet on standby for so long and at such huge cost that even the owners of the craft were worried at such wastefulness by a state’s chief executive. Early in this month, four vessels berthed at the Apapa Ports bearing 34,450 tons of imported crude palm oil worth over N3 billion. In the last five years, Nigeria has imported about 2.4 million metric tons of this commodity valued at about N314 billion (about $1.6 billion). We must point it out for the umpteenth time that between Adapalm in Imo State and Risonpalm in Rivers State all the palm products needs of Nigeria’s manufacturing industries can be met with extra to export to Europe. In other words, these states could have easily earned a chunk of this multi-billion dollars palm oil trade. But a visit to any of these sprawling palm estates would only make you weep. It would also afford you an idea of the kind of people managing our affairs. Apart from funds from the federation account, which has virtually vanished with the crude oil debacle, most governors never mustered the initiative to build alternative economic bases in their states. As we said here last week, has cocoa stopped growing in the Southwest of Nigeria or has it stopped being a major world commodity? Any thinking governor can make any state in the Southwest the hub of cocoa production and processing in Africa. Regardless that most states lacked any economic base and do not earn enough revenue, yet they all live large and embark on vanity programmes and projects that are not only way above their means, but have little economic value. Imo for instance was handing cash to pupils and also claimed to be building two universities at the same time. It was also building a fancy skyscraper and three massive hotels in the three senatorial zones. There are 27 general hospitals going on simultaneously in the 27 LGAs. There is no iota of financial planning in all of these. In Osun State, an unsustainable N3.6 billion free school meal programme is on, as well as free uniforms; free tablets and free tuition. What then are parents for? In the thick of all these is an airport project. Where on earth is this impoverished State supposed to get the fund for all these? Where is financial planning and projections in all this? Another state in the southwest is building so many posh public schools in towns while many students still learn under trees in the rural areas. There is also a plan to build a sky-scrapper like the Cocoa House in Ibadan, an ego-induced edifice, not minding that the Ibadan monolith is barely occupied and of little economic value apart from gracing the horizon. Why would a governor dare to purchase jets, helicopters and fly in chartered jets yet expect that cash is inexhaustible? Why are local government council workers also owed for months in many states? The federal allocation to LGAs ought to be enough to pay that level of staff five times over since hardly anything else happen in the LGAs. The point being made essentially here is that money or the lack thereof, is not the problem with these states that cannot pay their workers. This may be hard to comprehend but the point is that no state is in reality richer than the other. A state is only as good as its manager. This is buttressed by the fact that while some oil-rich state are in trouble, some that are deemed to be poor states have managed their finances so well that they have enough to bailout rich states. This is where the Peter Principle above comes in. This principle, espoused by a certain Laurence Peter and Raymond Hull states that people are usually promoted to positions quite above their competence. Are most governors in Nigeria truly competent. Are they willing to learn? This leads to the other Peter Principle: the Peter Obi Principle. This column will recommend him especially to the new governors. They must quietly seek out the erstwhile governor of Anambra State, Governor Peter Obi and tap his mind on the art of running a state in an emerging economy like Nigeria’s. It is not only that Anambra is not owing workers, it has enough in its kitty to lend money to some overly trouble states. Obi did not only leave about N8o billion in cash for his successor Chief Willie Obiano, he put millions of dollars of the state’s funds in bonds that will mature in a few years time at some profit. As if he saw tomorrow, he executed a policy of putting aside at least N100million monthly for his eight years in office. Apart from a glaring fiscal discipline, he never embarked on any vanity projects of policies but enacted numerous decisions that would continue to redound on the economic well being of the state for a very long time. There are investments in modern shopping malls in Awka, Nnewi, Onitsha; Onitsha Business Parks one and two and a N500 million investment with the Bank of Industry to support SMEs in Anambra State. Perhaps most remarkable is the SAB Miller’s breweries in Onitsha, which recently expanded to Nnewi. SAB Miller, one of the biggest brewers in the world has invested about $170 million in its Nigeria subsidiary based in Anambra and will provide about 50,000 jobs at full capacity. This is the way to build a state’s economy. Peter Obi exemplified prudent leadership while delivering value to the people. At the time he left in March 2014, he had restored the people’s trust in public schools and Anambra candidates topped in all national exams for many years. While some states are so indebted that they are no longer credit worthy, Peter Obi did not borrow a dime in eight years. His time in Anambra (2006- 2014) ought to be a case study on how to run a state. He left the state far better than he met it and proved that it is not the quantum of funds available to a state but the quality of mind managing it.

Gov Willie Obiano of Anambra State yesterday paid official visit to Juhel Parenterals Pharmaceuticals, Awka. Welcoming the governor, Dr Ifeanyi Eric Okoye, the CEO of the drugs manufacturing company. Expressing satisfaction from what he saw on ground, Gov Obiano urged Ndi Anambra to bring home their investments stressing that his administration will not relent on the efforts in health sector geared towards making the State a Health Tourist Centre. Gov Obiano also promised that a captive power of 10MW will be provided and instructed the Commissioner for Health to ensure that Juhel is the number one supplier of drugs to the State Government.

Anambra should ban any sort of motor park around the flyover and convert the entire place to a powerful garden. Transporters should liaise with the state government to secure a large area along the express as a motor park terminal for all cadres of public transport operators.. I will upload the location near the army barracks which could be secured for this mega terminal.

They will have to negotiate with the military to buy some land from them. That is perhaps the only space before the former Onitsha toll gate area. Obiano will not have an easy task sanitizing Onitsha to the extent that it will attract tourists. Even if they are from Kenya. This is because he has to overcome the several decades of planlessness when the city was allowed to grow amorphously without any thoughts for parks, open spaces and future road expansion. However, it is still possible to make Onitsha great but it will take a lot of determination and ingenuity of thinking to do it. Perhaps the bus terminal for luxury buses can be built half way between Awka and Onitsha to serve both cities. I hope steps at serious urban planning are taken now to forestall the type of planning dearth we experienced in Onitsha from repeating in Awka.

The next area for luxury bus terminal is in Ogbunike near the old toll gate. The area can be developed into a modern bus terminal for all the luxury bus companies as it happens in other countries.

ASBA to Serve as Catalyst for MSME Growth in Anambra The Governor of Anambra State, Chief Willie Obiano, has inaugurated the Anambra State Small Business Agency (ASBA) to serve as the catalyst for growth in the MSME sector in the state, assuring the enterprenuers that the time to smile had come.. The governor explained that the initiative was to ensure that the state achieves sustainable development of Micro, Small and Medium Enterprises (MSMEs) and becomes the hub for MSME empowerment in the country, Inaugurating the agency at the Governor’s Lodge, Amawbia last week, Obiano announced that the state had secured the sum of N2 billion for on-lending through ASBA to eligible beneficiaries in partnership with participating financing institutions that meet specific selection criteria in the state. It was gathered that of the N2 billion made accessible to Anambra State after signing a Memorandum of Understanding (MoU) with the Central Bank of Nigeria (CBN) with an Irrevocable Standing Payment Order (ISPO) for the principal and accrued interest, the sum of N1 Billion has already been drawn-down out of which the sum of N205m was disbursed to beneficiaries in the first phase of the scheme. The handing over of symbolic cheques to some of the beneficiaries took place at the flag-off of the First Phase of the ASBA/CBN MSMEs Development Fund in Anambra State, Wednesday at the Governor’s Lodge, Amawbia. The first set of 10 beneficiaries were shortlisted after due diligence for the Revolving Working Capital Facility. Among the beneficiaries are Austraco Industries Limited for bakery and beverages production; Bold Ventures Limited, for PVC Pipe manufacturing and Zara Industries Limited, for poultry and fish feed production. Others are I.I.C. Construction Co. Limited, for fabricated steel production; Omus Oil Limited, for production of steel and associated materials and Restructure Nigeria Limited, for production of aluminium cooking pots. Speaking after the inauguration, governor Obiano expressed happiness that the fund drawn from the Central Bank of Nigeria (CBN) counterpart grant has finally been accessed by the state with the aim of addressing the gap and unlocking the potentials of Nigerian MSMEs in order to improve their access to finance, shore up potentials for job creation, and enable them reduce poverty within the country. He maintained that “ASBA already has a template to ensure proper disbursement of the funds and to the CBN,, just as b he assure assure you that the money will come homr to the state under his watch, According to him, “MSMEs are globally recognised as the critical engine of economic growth due to their potential to create jobs, food production, generate income and reduce poverty,” stressing that “Anambra State is a significant hub for MSMEs in the country, with the State known as the nucleus for both the Automotive Spare Parts Industry in Nnewi and General Merchandise in Onitsha.” The governor commended ASBA for making the initiative come to fruition, stressing that members of ASBA Board were carefully selected with a composition of eminently qualified individuals who will ensure the integrity and transparency of the process. He noted the impact the MSMEs activities will have with proper funding in tandem with the government’s Agricultural programme which is one of his administration’s 4- Pillars of Economic Development. Such initiatives like the massive production of fish fingerlings at the Local government level, he noted would eventually lead to exports and the existence of fish villages, with ripples effect on employment and economic empowerment. In a brief remark, Chairman of ASBA Board, Mr. Greg Obi, observed that the governor’s vision for the realisation of the ASBA initiative was laser-focused since the inauguration of the board over six months ago. He thanked the governor for his support to the agency which ensured the realisation of its successful take-off as demonstrated in the event of the day. Elaborating on the operations of ASBA, Managing Director/CEO, Clement Chukwuka, described ASBA as the State’s Special Purpose Vehicle for assessing the MSMEs fund and assured that the agency is committed to not just disbursing and monitoring the MSMEs who accessed the funds, but also to seeking other funding sources for the financial and capacity empowerment of small to medium scale businesses in Anambra State.
