I don't know where you got your population stats from but Enugu state has an estimated population of about 3.26million with a density of 460/sqKm, while Enugu city has an estimated population of 722, 000 with a density of 17, 000/sqKm.

What i'm simply trying to make you realise is why your analogy is flawed. Abakpa and Emene are more densely populated hence road construction there will impact more lives than it would in the rural area both in economic and social terms.

Of course like I said earlier I believe the government should be able to handle rehabilitation of Obollo Afor roads, but in a situation where they have to choose we all know where the priority lies.
From saying people don't live in the rural areas, you shifted position to more people live in the capital, that was also proven to be false, now you've moved to population density. Like I said, you would soon expose that bigotry you are hiding behind failed logic like your colleague did. I don't know why you keep mentioning that imaginary situation where the govt has to choose, they don't have to choose anything, I insist that Ugwuanyi cannot work on only Emene and Abakpa roads for the next 4 years, he must be able to uplift a good number of roads in the rural areas of Enugu. The reason why Lagos is a model state today is today is because development is spread across the length and breadth of the state.

I won't be saying all this if Enugu city is in a mess, but it is not. Chime spent 8 years upgrading the city, all that is left is one or 2 roads and regular maintenance of the ones in good condition. So tell me why the present government can't put a little more focus on the rural areas which are in a terrible mess for the greater good of the state? Why can't we have our own Lagos instead of going to drag the place with the owners all the time?

ZeroTolerance, Ugwuanyi may have decided to placate you. I know it isn't Obollo Afor yet, but it is something.

The Catholic Bishop of Nsukka Diocese, Most Rev. Prof. Godfrey Onah, has urged Governor Ifeanyi Ugwuanyi of Enugu State to be focused in handling the affairs of the State, bearing in mind that he was being surrounded by wolves.

Governor Ugwuanyi, who had played host to a delegation led by the Bishop used the occasion to announce the list of 12 persons appointed to serve in the Nsukka Urban Renewal Committee to modernize the university town.

It was an occasion during which the clergyman and former vice rector of the Pontifical Urban University, Rome, warned the governor against the antics of deceitful hangers-on, while urging him not to lose his well-known trade mark of disarming humility...

Governor Ugwuanyi told his visitors made up of members of the clergy, the laity and the Diaspora of the diocese that the decision of the his
administration to set up the urban renewal committee for Nsukka was to begin the fulfillment of part of his promises contained in his
inaugural address, during which he had said the university deserved
such a facelift to bring it in tandem with other un university towns elsewhere in Nigeria and beyond.

The committee headed by renowned architect and former commissioner for Works in the state, Mr. Chris Ofor, and also parades other professionals like surveyors and engineers would soon be inaugurated, the governor told his elated visitors.

They also include the two members representing Nsukka Local Government Area in Enugu State House of Assembly while the state
director of Lands would serve as the secretary of the committee.

He explained to the delegation that Enugu State Government has commenced actions in sourcing other ways of raising its Internally Generated Revenue (IGR) to forestall the grave dangers posed by the
present economic downturn occasioned by the glut in the global oil industry.

“Here in Enugu State, our administration is already looking inwards with a view to sourcing other ways of raising our internal generated
revenue to enable us to deliver on our electoral promises”, he stated.

The governor expressed happiness that the bishop led a high-powered delegation made of representatives from across all key groups and
segments of the Catholic Diocese of Nsukka to visit him.

He described the visit as a show of solidarity that gives his administration a huge moral boost at this early period, adding that he would strive to deliver good governance to the people of the state as a payback gesture in view of their support for him.

On the Bishop’s counsel, he urged the governor not to be deceived by the pecks of his office but to always be wise as a serpent in carrying out his duties, saying “Your Excellency, do not be deceived by the paraphernalia of office around you. We are aware of your vulnerability. You are, indeed, like a sheep in the midst of hungry wolves”.

But the clergyman also had words of encouragement thus: “Do not be afraid; be confident as God who started this work with you will bring it to conclusion.”

Blame Jonathan for Aregbesola’s inability to pay salaries – APC
They had also come with ecclesiastical gifts for
the governor and his wife, Monica.

I'm sure Spyder880 will be interested to know Ugwuanyi has a wife, and her name is Monica. Heh heh heh.

Everything boils down to good planning.
Chime has already demonstrated that even the poorest revenue allocated state like Enugu, can plan well and still perform better than the highest revenue allocated states.

Enugu can continue to develop as well as Nsukka. They should start with major roads in Nsukka. You don't have to do everything immediately, but use good quality contractors such as Arab contractors to ensure every project completed is of the highest world class quality.

Ugwuanyi in his inaugural speech spoke about developing Emene - 9th mile area as Enugu's free trade and industrial zone. Of course he can lay the ground work for this by planning the area to the highest international standard. Demarcating areas for new residential estates, industrial zone and recreational parks within this huge expanse of land. Then begin to attract industrialists to buy plots in the industrial zone and property developers as Spyder to develop new housing estates in the residential part.
Once people know the whole place is planned like Obodo oyibo standard and government opens up the first feeder roads and electricity lines even if the roads are not tarred, those industrialists and property developers will come. Especially in this day and age when Igbos are looking for great industrial layouts to relocate or set up a new investment in the east.

So, the first step is to make a solid modern plan and then follow the plan a little each year based on availability of funds. In the picture below, several areas were earmarked for "future development". Which means, the government can acquire the area and then develop small portions of it in phases.

@bolded, that's what is evidently lacking in our system of governance. We hardly engage in mega plan or project just because we want projects started and completed within one's tenure just to take credit. The day we discard this selfish-gain oriented projects and policies for a more collective approach is the day we move faster in this country.
Our continuity is still primitive. if for instance Ideke had won in Enugu, the centenary city, the only mega project in Enugu state [ a project for Enugu state not for Chime] would have gone down the drain. I hope it doesn't get abandoned even under a PDP government, after all Chime never talked about the Enugu International Conference Centre not to think of completing it.

Even before ifeanyi assumed office, most posters here agreed he needs to focus more on rural Enugu, Education particularly primary and secondary, and Health especially primary healthcare. But to say Nsukka should be developed at the expense of other towns is not right. No matter what I may gain from that, it wouldn't make me agree it's right. That clannishness is a trend in our governance doesn't make it right. That's why I posted earlier that corrupt practices has eaten us deep that we tend to accept them as right.

Just for the records. Ifeanyi is not even from Nsukka as a town or Local government area, he is from Orba in Udenu local government area.

Where did you discuss the government wanting people to urbanize? Everywhere governments try to reduce rural - urban migration by trying to provide basic social amenities that make rural areas more conducive for living. What you wrote is completely wrong.

Serious govts encourage urbanization. Nigeria being a clueless third world country will rather let things remain rural because of their mental shortcoming. No developed country has a higher rural dwelling. even chinese rural urban migration is at lightning speed and they keep up by building new cities.

Of course anything to generate revenue for the state is acceptable. But remember people in the villages still deserve basic ammenities too. Hospitals(primary healthcare), portable water, source of income(agriculture), schools etc.
They don't actually have to wait till enugu turns to Paris before they get these basic things.
A balance needs to be struck.....the poor man has waited for his turn since Enugu was created and he is still waiting.

If you think many of the people living in the villages are poor, better think again. My old auntie surprised everyone last year when she gave her son up to 100k + to add to his business. We were all shocked as she doesn't look as she has any penny.
These people don't buy many things, don't pay rents or taxes.

So because your aunt was able to provide 100k + for her son, therefore everyone in the rural areas in the state can also do same.
I wonder what else is causing the rural-urban migration if not poverty and the quest for greener pasture.
The rural residents also deserve basic ammenities whether they have 100k or are paupers.
Nobody said the government should build teaching hospitals And shopping malls in villages.
And yes I still stand on a balance between urban and rural development.

You talk as if Chime has anything against developing Nsukka without realizing that the situation of Nsukka is being experienced by other small towns in Enugu and all over the country, which to me is quite unfortunate. As much as Nsukka is the second most important city after Enugu, it is imperative to note that due to the constant quest for our leaders to keep developing the urban and neglecting the rural, they would rather develop the rural that is closer to Enugu than those that are far off. For instance, they will rather develop other parts of Nkanu like rural Amaechi, Obeagu and Akegbe Ugwu, all in Awkunanaw than develop Nsukka. It's just an unfortunate commentary on what we understand by development and how we don't seem to spread development because we want to create something out of the world in one spot, probably for bragging rights whereas other parts of the state with it's people are neglected. What i have always proposed is the American model whereby, anhywhere that looks an inch like a town should have a mayor that will be saddled with the responsibility of developing their city alone. But come to think of it, we have Local government chairmen that are supposed to be working in the same capacity as a mayor and i keep wondering what they are doing. is it that the funds are not coming or they are not enough or these people are just uber thieves who get money from the center and share it among themselves.

The Governor, Chime is really working. They just have to take aesthetics seriously. If Enugu roads had more trees and flowers especially in the median, the city will be totally transformed.

Those who used to know Kigali,Rwanda will attest to how proper use of flowers and ornamental palm and other trees especially planted in the median and around the roads have transformed it from a rural dusty town into a beautiful garden city.

I was going back this tread to review all we had been discussing all these years and stumbled upon this.
Do we remember this video?
I wonder how far if Enugu was changed since those advocates for planting trees along our roads to transform our environment posted it as a good example from Rwanda.

I still like those palm trees in their median.
