Former Minister of Finance Dr Ngozi Okonjo Iweala says the repeated battering of her name in the media in recent times by some politicians needs to stop.Okonjo-Iweala has been accused by Edo state governor, Adams Oshiomole of spending N2.1 billion from the Excess Crude account ECA without proper approval. The Federation Accounts Allocation Committee which comprises of all Finance commissioners from the 36 states yesterday stated that they were not informed when the former Minister approved the release of N2.1 billion from the ECA.

Okonjo-Iweala has reacted to ECA’s report in a statement signed by her media aide. Read after the cut…
We thank the Finance Commissioners for their clarification on the use of the Excess Crude Account (ECA) and for acknowledging that this is not an Okonjo-Iweala issue.

The statement clearly shows that Federation Accounts Allocation Committee (FAAC) is a statutory body which is chaired by the Hon. Minister of State for Finance in which all the states are represented.

Payments made were used for paying for petroleum subsidies for the Nigerian people and were approved by Mr President.
Therefore there is no question of mismanaging any resources here.

For the avoidance of doubt, at no time did Dr. Okonjo-Iweala say that FAAC approved such expenditures. What she said was that all these expenditures were discussed at FAAC meetings attended by Finance Commissioners from the 36 states.

It is therefore clear that there was no misrepresentation by Dr. Okonjo-Iweala.
The question before us is: why is there such an excessive attempt to batter her name in an attempt to damage her reputation? It is clear as I said in my previous statement that the motive is malicious and very political and therefore will not succeed.
If monies were used to pay for subsidies for the Nigerian people and duly approved, why is Okonjo-Iweala’s name being battered in this way?
This persecution should stop.

Instead of looking ahead and searching for immediate solutions to the many ills in our society, this present govt is still trading and countering accusations with past govt. This is not the kind of change we all worked for, what we see now is selfish change. Bokoharam renewed vigour for suicide mission, petrol scarcity, joblessness on d rise, dollar getting high daily, militants resuscitation, political thuggery everywhere. Tinubu, Saraki & Co are only after who control the National Assembly, so where is the Change?

The squandering of the Excess Crude Account (ECA) is another area in which the Minister of Finance should come out, shed more light and put all the cards on the table. During several meetings of the National Economic Council (NEC), which has all the governors as members and with the Vice-President as Chairman, I had cause to observe that the State Governments, who are joint owners of the ECA, with the Federal Government, were not being adequately briefed on the status of the Account.

Accordingly, I had consistently demanded from the Minister of Finance a transparent and periodic disclosure of accruals to the ECA, at least on monthly basis. I had argued that even village associations do make available their financial statements from time to time, and as NEC, I see no reason why we will not even do better. All these years, my pleas fell on deaf ears. The Minister of Finance consistently failed to apprise the NEC with critical information on the management and operations of the ECA in black and white, when she eventually got to do that, it was usually verbal and casual, and hardly meaningful enough for decision-making.

The Minister of Finance had also developed the penchant for deliberately avoiding NEC’s crucial meetings, which many saw as a ploy to keep the governors in the dark. And when she is not around, no one gets any information, as if she was running a one-man show.

I hereby challenge your attempt to blame others for not saving for the rainy day. It is not a virtue when you are quick to appropriate all the credit when things are going well, but shift the blame when they go wrong. You blame the state governors— who, according to you, have taken the Federal Government to the Supreme Court—not that a Supreme Court judgment forced your hands. For your information, the governors have never agreed to savings and always threatened court action even under Obasanjo. Why did we save under Obasanjo but not under Jonathan? Two keywords explain it: leadership and integrity. Governor Amaechi said the governors insisted on sharing the funds because they found out that you were illegally fiddling with the savings. So, as Nigerians still wonder, if billions of dollars are now ‘missing’ under your nose, why should governors trust you to keep their money? Do the states that have taken the federal government to the Supreme Court and refused to save also include the PDP governors—who are in the majority? If so, then it is fatal: even governors of your own party, PDP, do not trust you to keep their money! Furthermore, did the governors also stop the Federal Government from saving part of its share? If you ran a surplus budget at the Federal level, you would have had credibility to blame others or to say they did not listen to your advice. The key point is that since you were running huge deficits yourself, it was also in your own interest to share the ECA. You did not show leadership or credibility, full stop!

I'm not trying to hold brief for the Jonathan led government because I am not happy that he allowed himself to be forced by the rogues called governors to share the Excess Crude Account among themselves.

Back to the topic, I think Governor Oshiomole aka "Go and Die" and the APC are insincere and unfair to madam NOI. They all were aware in January this year when the Accountant General and the Minister for State of finance talked about using $2billion to make susidy payment. In fact, the exMin of State for finance briefed the FAAC on this development. Where were they then? Are they not aware? If Jonathan hadn't paid subsidy claims that period the Nigeria people would have faced the heat of fuel scarcity because marketers don't joke with their money(just like what happened at the twilight of his administration).

For Oshiomole to ask "what NOI did with the money" shows that he's being cunning with the whole thing. In fact, I urge the FG to institute a probe and let's end this cat and rat chase once and for all

The problem of Oshomole is just to share the moni in ECA amg state gov.
This ECA is the only notable mark kept by OBJ but short man will never allow the moni rest. de dea de complain since 1348.

Finance commissioners from the 36 states of the federation have denied granting approval for the withdrawal of $2 billion from the Excess Crude Account (ECA) as alleged the former minister of finance and coordinating minister of the economy, Dr Ngozi Okonjo-Iweala.
Okonjo-Iweala had last week said that the Federation Account Allocation Committee (FAAC) approved the withdrawal of $2 billion from the ECA.
However, the Forum of Commissioners of Finance, a body comprising finance commissioners from the 36 states who are members of the FAAC, in a statement yesterday, said it was unaware of such approval, adding that the FAAC does not have powers to grant such approval.


“We wish to state unequivocally that the FAAC does not have the authority to approve withdrawals from the ECA and therefore could not have approved the withdrawal of the sum of $2 billion from the Excess Crude (Foreign) Account. According to the law setting up the FAAC, which pre-dates the ECA, it cannot approve withdrawal and has not done so in the past. If anything the FAAC, as records of it meetings indicate, had often queried the activities on the ECA, and therefore did not decide any withdrawal,” the statement reads in part.

The commissioners stated that “indeed, the FAAC noted and observed accordingly the withdrawal from the ECA of a total sum of $2 billion in December.
“The then minister of finance and chairman of the FAAC when asked during the plenary of the FAAC meetings of the respective months explained that the former president gave approval for the withdrawals from the ECA to pay oil marketers subsidy claims as they had threaten to stop importing petroleum products. According to her, he further explained that this action will be ratified by NEC.”[/b]

Are you saying subsidy was not provided for, in the budget? Why should they take money from ECA to pay for phantom subsidy claims?

Sometimes I wonder what Nigerians really want. President chairs NEC meetings while Min. of Fin. chairs FAAC. Do you want Finance Min. to attend NEC meeting uninvited? Eventhough she is part of the NEC, SHE can only do what the president ordered her to do.Did the money shared by FAAC get to the governors? OBJ ignored the request of the govs because he did not need their support while GEJ obliged them because he needed their support. This same person told us just 2weeks ago that oshiomole was a liar and that d FAAC approved the withdrawals which it has no constitutional authority to do.
Now that that same body has distanced itself from the false approval, she is now lying that she never said they gave approval but that they were ' AWARE' of it!
The truth that has now come out is that she in connivance with the president withdrew that amount without the approval of the only statutory body so authorized to do so!
This woman and d former president should thank their stars Nigeria is not China or Malaysia, by now they would have been looking at the hangman's noose or at best a lifejail term!!Rubbish,see d foolish woman taking other Nigerians for fools!!!

SHe was obliged to go even though constitutionally she shouldnt because Jonah-daft imposed on us an abnormality that is alien to the constitution. Ngozi was not just a Finance Minister but the Co-ordinating Minister of the Federation. She was also the "Chief Economist" of the federation. Yes she did attend the NEC meetings many times and the Attendees never had issues with that. They always wnat her to come because Clueless Sambo is dumb simply cant answer their questions.

Thats not the point. The money in question belongs to the Federal ans staates and both is expected to jointly decide what happens to it and not for the President to determine what, when and how he wants to utilize the funds.

OBJ ignored the request of the govs because he did not need their support while GEJ obliged them because he needed their support.

Obj days were far better..........He saved but during Jonah-daft time despite serious increase in income, the stuff kept going down unilaterally.

The questions that we need to ask is not which money is saved or which money is shared but how much was missing or unaccounted for. That should be the bone of contention. Do you want an administration to save much or to achieve much. Money is meant to be spent.

That is part of what the committee set up by NEC last week is expected to find out. In addition, they will also want to know if what ought to be saved was saved or some part of it was diverted to somewhere else and never told the Governors who are also co-owners. Keep ur fingers crossed

Subsidy was appropriated for in the budget my brother. That makes the act by the former government justified. My problem with the Governors led by Oshiomole is that they are being insincere.
