And what if they go and arrest and detain another set of girls after that deal, perpetrate more atrocities, get their members arrested in the ensuing battle and then use the new detainees to broker deal again. Will the government agree to continue with the vicious cycle? Secondly do you trust violence book harm members to honour their part of exchange deal? Remember there is no honour, no trust among thieves. They promise and renenge.
