job lost because of ban on importation. do you mean the jobs lost in korea or in Japan where those plants would have sighted or you mean job lost in Nigeria because the production line plant has been sighted here in Nigeria. if its about the leadership or management of these companies in this phase which is the short run managerial positions may not be open to Nigerians. besides what does a fresh graduate from a Nigerian university know about real life mech. engine and mechatronics they will still have to understudy before they can occupy higher/senior positions in such companies.
i dont have to visit that plant to know how many Nigerians are working there. but if its just a Nigerian that is working in the INNOSON plant in Nigeria I am sure he couldnt have secured that job if Innoson was in Japan

$90m loan spending: FOI Act not applicable to Lagos •Fashola tells court

Governor Babatunde Fashola of Lagos State has told a Federal High Court sitting in Lagos that he intended to file a preliminary objection challenging the suit by a civil society group, seeking to compel him to release information relating to how government spent the $90 million loan obtained for improving public schools in the state.

The state Attorney-General and Commissioner for Justice, Mr Ade Ipaye, at the resumed hearing in the matter before Justice Saliu Saidu, hinted of the government’s intention to challenge the suit, in addition to a counter-affidavit he earlier filed in opposition to the suit.

The Socio-Economic Rights and Accountability Project (SERAP) instituted the suit against Fashola and Ipaye, and prayed the court to compel the governor to disclose how the loan allegedly obtained from the World Bank for education in the state was spent.

SERAP had argued that it resorted to suing the governor and the Attorney-General after the government refused to honour its letter dated December 1, 2013, requesting for the information brought in pursuant to the Freedom of Information Act 2011.

But Ipaye had, in a counter-affidavit, opposed the suit, arguing that the FoI Act was not applicable to Lagos State, because the law was a federal legislation.

[size=15pt]Lagos: How We Spent N160bn World Bank Loan on Light Rail Project[/size]

The Lagos State Government yesterday justified the N160 billion it borrowed from the World Bank, noting that the fund was channelled to finance its light rail (blue line) project.

However, the state government expressed disappointment at the progress of the project, which it said, was not executed as smoothly as possible, but was optimistic of its completion.

The state Governor, Mr. Babatunde Fashola, said this shortly after inspecting the light rail terminus at the Orile-Iganmu part of the state alongside some members of the state executive council.

Speaking with journalists, Fashola said the project would have been completed in another 12 months despite that the project execution was not as smooth and speedy as he wanted it.

The governor raised questions on the intention of the federal government for publishing the state debt profile in the recent time, wondering what could have informed the decision to make it public.

He said: “I think it was the Debt Management Office of the federal government that published the report that we have a debt of about N160billion. I do not know the intent of the publication.

“But if it was to inform the public, I think we have always kept the public informed anytime we borrow money. If there are other intentions behind that, only those who make the publication would know what the intentions are.

“But you see, when people talk about debt of a state like Lagos, they forget that after Nigeria, South Africa, Egypt and one other country, we have the fifth largest economy in Africa.

“When you are talking of about a billion naira debt to a population of over 21 million people; because if you are measuring the debt, you also have to measure the responsibility. Those are the things people keep in isolation.”

He, therefore, explained that the state government already “has in place, strategies to repay the loan. The federal government was in the know of the state’s decision to take the bond and it approved it.”

[size=15pt]He added that the truth “is that what they do not also say is that no state in Nigeria can borrow money outside, from any multilateral agencies without the approval of the federal government.[/size]

“What they did not say is that they approved it. No state can raise money by bond the way we have done without the federal government’s approval. [size=18pt]Both SEC and NSE are all federal regulatory agencies through which we must pass. If they said okay, it means there must be something good about the debt.

“Our rating as a state is the same as that of the Federal Republic of Nigeria, BB minus-stable with a positive outlook. We are the only state in Nigeria that has that rating. The first bond that was taken during my first tenure has been paid; the first tranche has been paid.

“I think the second tranche will be settled around 2016 or 2017. We are already making provisions. The provisions that will be there will be in excess of what is needed,” the governor said

Fashola expressed satisfaction on the progress of the light rail project, though decried the petty delay that was encountered as a result funding, saying the project would have should have been completed in another 12 months.

Jonathan has declared assets – CCB chairman

President Goodluck Jonathan has declared his assets and has no case to answer, Dr Sam Saba, the Chairman of the Code of Conduct Bureau (CCB), has said.

“As far as we are concerned, Mr President has declared his assets, though not publicly. There is no law that says that you should declare your assets publicly; it simply states that you should declare your assets.

“What is important is that he has declared his assets and when we go through his form and we discover any area that is questionable, then we will take him to court,” he said.

Saba spoke through Alhaji Ibrahim Manzo, the Federal Commissioner representing North West in the Bureau, who represented him at a Compliance Training Workshop for Public officers on Wednesday in Abuja.

He said the Bureau was doing its bit, but that the public was not doing its own part by refusing to blow the whistle on defaulters.
Saba, who noted that the fight against corruption is the collective responsibility of all patriotic Nigerians, said Nigerians should wake up to the task.

1. THE PORT HARCOURT AND KADUNA REFINERIES: The contracts for the reactivation of these refineries were awarded and effectively funded by the Jonathan administration and in a matter of weeks, the Port Harcourt refinery will resume production. The Buhari government did not contribute a dime to this.

2. THE DEFEAT OF BOKO HARAM: It will amount to a dismal disappointment on the part of the Buhari government if by the end of this year, the Boko Haram insurgents have not been fully eliminated. This is because Goodluck Jonathan has done almost all the jobs that needed to be done in the fight against that terror group. We must not forget that Jonathan’s government sacked these terrorists from territories bigger than the entire Belgium, which they occupied and also led a massive onslaught against them in Sambisa Forest. Jonathan oversaw the killing of the group’s leader, Abubakar Shekau and in the latest video released by that group, the seemingly invincible Shekau was nowhere to be found.

3. IMPROVED POWER SUPPLY: The Jonathan administration laid down a solid foundation for the effective take-off of stable power supply in the country. Jonathan ensured that the seemingly impossible privatization of power distribution was achieved and raised our electricity generating capacity to about 6000 Megawatts and laid down infrastructures that will ensure the raise to about 40,000 in the next two years. Therefore, Buhari should be called to question if he fails to follow up Jonathan’s achievements in the power sector.

4. REFORMS IN THE PETROLEUM SECTOR: The Jonathan administration is most responsible for the massive turnaround experienced in the petroleum sector. Many of the reforms pursued by the Jonathan administration threatened the criminal interests of some of Nigeria’s biggest political heavyweights, hence, their desperation to throw him out of power. Jonathan’s ‘defeat’ in the 2015 elections would not have been possible, if he had looked the other way, as these criminals continued to have their way in destroying our petroleum sector. The absence of any vote for subsidy in the 2015 budget is one of the best legacies, Jonathan left for the country. If Buhari follows this up, then, we should be in for good tidings in that sector before the next three years.

5. DIVERSIFICATION OF THE ECONOMY: The Jonathan administration has done very well in diversifying the Nigerian economy, pulling us out from an oil dependent economy to an economy that can be sustained through agro products, mining of other mineral resources resident in the country and also non-tangible resources like the creative industry and sports, where Jonathan called attention to and which ensured that Nigeria took its rightful place as Africa’s biggest economy.

6. THE EDUCATION SECTOR: The government of Goodluck Jonathan holds the record as the administration that gave the highest percentage of its budgetary allocations to the education sector, he raised the standard of education in the country, raised the salaries of teachers and tertiary education workers. Jonathan also ensured that the ETF, TETFUND and other educational funds worked optimally, which saw to the massive construction and rehabilitation of many infrastructures across our campuses.

7. CREDIBILITY OF OUR ELECTIONS: The Jonathan administration is duly credited with conducting the best and most credible elections in the history of Nigeria. The 2011 elections received due encomiums from various election observer groups and agencies, and the 2015 election while fraught with mind boggling irregularities was also commended by observers as one of the best elections to be conducted in Nigeria. Jonathan succeeded in improving our electoral processes, because he refused to interfere in the workings of the electoral commission. Buhari is a direct beneficiary of this great reform.

8.IMPROVED SECURITY: Already the gains made by the Jonathan administration in the area of security of lives and assets are being eroded as criminals are beginning to resurface where they fretted to appear during Jonathan’s reign. We must not forget that Jonathan met a Southeast deserted by its biggest men because of the fear of kidnappers, but in less than two years of his administration, the kidnappers were sent packing from all parts of the Southeast. Jonathan also met a restive Niger Delta, but he was able to calm the region by continuing with the implementation of the Amnesty program designed by his predecessor, and also coming all out against other militants who refused to surrender. We cannot forget in a jiffy, the troubles of John Togo and his recalcitrant criminals who terrorized the oil region till Jonathan cut them to size. Also, the splinter Movement for the Emancipation of the Niger Delta (MEND), led by Henry Okah were effectively cut to size. Buhari inherited a relatively peaceful and well secured country, and he would be failing Nigerians, if he allows the country to relapse into insecurity.

9.CIVIL SERVICE REFORMS: The Jonathan administration scored good points in reforming our civil service and making it more productive. He blocked lots of avenues through which public funds were being frittered away. One of such is the introduction of the Integrated Payroll and Personnel Information System (IPPIS), which has drastically reduced incidents of corruption in the civil service by more than fifty percent.

10. SPORTS DEVELOPMENT: You may recall that our sports sector started witnessing great fortunes after the retreat for the sports sector convened at the instance of former President Jonathan, and this ensured the great successes we recorded in the sports sector during Jonathan’s reign. Our sportsmen were adequately motivated by the government and top of the class sports administrators were appointed into the right positions, while government kept regular tabs on our sports development to see where and how best they can help. Today, the only thing President Buhari really needs to do is to just relax, grease the machinery Jonathan had put in place and Nigerians will be in for celebrations as laurels will continue flowing in from our sportsmen and women.

I'm not aware of such blame. BTW, the past government is not an outsider, most of the issues on ground started under them.
Also to add, indeed the army was initially going about the boko haram fight the wrong way. They were killing and arresting many innocents. This is not just buhari's opinion but a fact attested to by amnesty international and many other international bodies and news agency.

Nigerians To Get Loans For Locally-Assembled Cars
July 4, 2014

From November, Nigerians will be able to purchase brand new cars assembled in the country without having to pay in full for them as the Federal Government’s vehicle acquisition finance scheme would have taken off then.

The Minister of Industry, Trade and Investment, Mr. Olusegun Aganga, made the announcement at a press conference in Lagos on Thursday.

According to the minister, the Federal Government is currently discussing with local and international financial institutions on how to make the scheme achieve the aim of making made in Nigeria cars affordable.

Though the details are still being worked out, our correspondent gathered that the government was encouraging the partner banks to make available loans for vehicle acquisition at not more than 10 per cent interest rate repayable over four years.

Aganga said, “The government is working on an affordable vehicle acquisition scheme, which will be launched in four months’ time. We are looking at an affordable interest rate of not more than 10 per cent against the current interest rate regime in the banks, which is over 20 per cent.

“We are currently engaging local and international financial institutions to provide the funds. People should be able to pay over four years at 10 per cent. We are still discussing; we have not yet finalised the details.”

However, the minister ruled out the option of the government providing the seed fund for the scheme, explaining that the banks would rather fund it, but that the government was working with them to reduce the interest rate payable on the vehicle acquisition loans.

The attraction for the banks, according to him, is that the scheme will represent a commercial opportunity for them, as many Nigerians will be able to buy brand new vehicles assembled in the country, with the multiplier effect of more citizens being employed by the assembly plants.

Aganga gave an assurance that the local vehicle manufacturers and assemblers had enough capacity to meet the expected upsurge in demand for new cars and would not increase the prices of their products.

According to him, the Nigerian Automotive Industry Development Policy will create thousands of direct and indirect employment opportunities by ensuring the revival of moribund vehicle assembly plants in the country and will raise the standard of living of the citizens.

The minister was joined at the briefing by the Executive Director, Nigerian Automotive Manufacturers Association, Mr. Arthur Madueke; Managing Director, PAN Nigeria Limited, Mr. Ibrahim Boyi; Managing Director, Leyland Nigeria; and Director-General, National Automotive Council, Mr. Aminu Jalal.

Aganga used the occasion to deny insinuation that the tariff on imported vehicles had been increased to 70 per cent, adding that importers of new and used vehicles, who had keyed into the new automotive policy, would only pay 35 per cent of the vehicles’ costs, while those outside the arrangement would pay an extra 35 per cent levy.

He said, “The rumour that the Federal Government has increased the tariff on imported cars to 70 per cent is incorrect and misleading. The Nigerian Automotive Manufacturers Association has already assured the government and all Nigerians that there is adequate stock of imported vehicles and that its members have not, and will not, increase the prices of imported vehicles.

“Nigeria is the only country in the world where used vehicles were not banned following the introduction of the new automotive policy. This is because President Goodluck Jonathan, before announcing the new policy, had taken into consideration the current socio-economic conditions of the average Nigerian and will not want to come up with any policy that will inflict more hardship on them.”

Aganga added, “The new automotive policy has been structured to encourage Original Equipment Manufacturers to invest in Nigeria to create jobs and develop our economy because we realise that for every car that we import into Nigeria, we are creating jobs for other countries.

“After consultations with all the stakeholders in the automobile industry, the government came up with different tariffs, which include zero per cent for Completely Knocked Down vehicles; five per cent for Semi Knocked Down 1 vehicles, and 10 per cent for Semi Knocked Down 2.”
