Permanent Secretaries Vs Ministers- Which Group Understand The Ministry Duties by Charlesroval: 10:06pm On Jul 14, 2015
Pls this is just my thoughts: Recently the Permanents Secretaries in the various ministries have been briefing mr. President on their activities due to d absence of substansive Federal Ministers. Do we suggest dat d constitution adopts dis inplace of Ministers. Do knw most Ministers are politicians and most times are after their personal gains n dat of their Godfathers. We can also save some funds from such arrangement. My Opinions though: pls no attacks!

Ministers are political officers.
They are suppose to be the voice, hand and the eyes of a president, so as to get his policies accomplished.
Permanent secretaries and directors are the executors of those policies.
However in Nigeria, everything is upside down.

Permanent secs are the ones who corrupt most ministers. They show them the intricate routes of corruption and how to cover their tracks with no trace for efcc to see. You can ask Mr Steve Oronsaye former hos, Maina the pension thief, Linus awute, all civil servants but multibillionnaires.

I see your point but I don't agree with you. The most self serving people in Nigeria and the most corrupt group of people are the civil servants. They know the ministries, they know the loopholes, they know where quick illegal money can made, they ensure that the ministers get to it as soon as he/she assumes the position, they pretend that they are unaware because if the minister steals N1b, they will N200m. They will not be blamed. The minister will be blamed. Probably sacked or changed. But the barracks remains the same. They will help another minister steal and another and another...their stealing is continuous. And nobody blames them. They can block those loopholes by building a good structure that will make it difficult for any minister to steal. But they won't because they are the biggest thieves.
