'Clueless(ness)' may connote ignorance arising as a result of lack of knowledge, training, experience or exposure.
'Dullard' may connote an aberration in the cognitive intuition limiting a person's ability to perform optimally, efficaciously or act with maximum potential.
Hence 'dullard' is worse because it's inherent in a person!
