Such a document shuld expire on its own on 29th may 2015...it does not need to be siezed or retracted.

which is not the same as an official or diplomatic passport. with a regular passport they've to go through the entire visa process, and with most of them having probable cases to answer, no embassy would be in a hurry to grant them visas.
