Because those are some of the biggest Income earners for the FG.
It has been proven that after Akwa Ibom, Rivers, Delta and Bayelsa ( together contributing 80%), Ondo comes next, contributing 12-13% of oil production the remaining 7% is shared between Imo , Abia, and the rest.
