I think you can add such ebay address to your PayPal account if an eBay seller insists on same address for both eBay and PayPal. I do buy from eBay USA with my UK PayPal and if one address is not accepted (usually for delivery and not billing address), I choose another address already on my PayPal profile. For instance, some eBay USA seller will not ship to the UK address but eBay UK seller will. So I would choose my US PayPal address for such US eBay sellers. Surprisingly, the UK PayPal is funded directly by my GTBank Naira MasterCard linked to it. So it's more or less like buying from eBay USA using Naira MasterCard.

Whatever you normally look at to confirm any transaction you carried out on your bank account or card is known as your bank statement or transaction history. That is the same thing you are to check up to see the 4-digit expuse code that PayPal is asking you for verification. It is usually part of the transaction description.

By default, PayPal will tell you that they will make that verification transaction to your card within 2 to 3 days but the deduction to is usually done within 20 minutes. You can even log in to your bank account or card account to see it showing already within minutes if your bank is the type that alerts/updates/notifies in real time. Some PayPal (and other sites) verification sometimes will involve asking you to confirm how much was deducted, and you can even know immediately if such card transaction passes through 3D MasterCard secure code or verified by Visa (vbv) protocol for authentication. This is because as it takes you to bank page to enter your MasterCard secure code or your vbv (internet pin - ipin), you will see the amount and details on that transition page for banks like GTBank MasterCard.

Alternatively, for users of banks or countries that do not have online banking to access and check up or confirm transactions, the alternative is to wait for your regular monthly bank statement before you can see your transaction history except you walk into banking hall to request. So such monthly bank statement people are covered by the 30 days leeway that PayPal mentioned there. You don't have to wait till then to get the 4-digit expuse code that has been done to your card within minutes by PayPal vendor to your acquiring bank.

If my memory serves me well, you do not require a billing address to register on eBay but a shipping address except you are registering a seller account and may be required to enter card/bank details, which usually goes with billing address. But when billing address comes up in your eBay purchase, that will automatically be the one belonging to your PayPal account since the two are same owner companies. Anyway the two companies are to be separated this month or so. So, while the shipping address can be any address that the seller would want to ship to by his coverage, the billing address must definitely be that of your bank card statement, which is what made it acceptable to PayPal in the first place. Therefore, it makes sense that your eBay address should tally with your PayPal billing address. I don't think you are allowed to change the eBay billing address during checkout but I'm sure of the shipping address as the billing address usually reflects the eBay country.

To be practical, I remember that I visited a Chinese website in December to see a ridiculously cheap price on Lenovo yoga ultrabook. Coincidentally, he accepts PayPal, which I thought I could charge back if he disappoints but I actually wanted to risk the money. I registered on that website with my Lagos Nigeria details for shipping delivery but the PayPal account I used was my US PayPal business account, which carries US billing address. While I doubted the seller and forgot the purchase, the seller actually shipped the item to my US business address as stated on the PayPal account instead of Nigerian shipping address I filled for item delivery. I later thought in February to even track the Chinapost number he gave me only to see the item was delivered to my US PayPal address early January. The item was later returned to USPS in late January when no claim from me was made for ownership.

For the GTB card, have you obtained the mastercard secure code? That's the most likely reason it is being declined

You can do that via their internet banking platform or if you don't have access to that just google 'GT Bank Mastercard Secure Code Registration' click on the link and follow the instructions

Such error do show forth if you do not have enough fund to cover the amount PayPal will charge the card.
Make sure you have enough money on the card if not yet and try again.
