Assuming he has any one of those things, then yes. In the US, if you haven't been to jail, your prints are not in the system.

your prints are in the database gosh...as long as you have any form of identity then your print is traceable...you dont have to commit crime or serve jail term urgggghhhhh...and why do you think he won't have a bank account or passport or drivers license or voters card, national ID card or bvn?? every Nigerian has at least one

I was referring to the US. Prints are not required for DL, bank accounts, or voter's registration. Felons don't even vote here.
But for Naija, maybe they do acquire prints for DLs, although I wouldn't expect them to store those prints anyway.
