A Lecturer or a Senior Lecture with PhD can be a HoD even when there are professors and readers in the department.
By NUC standard, only Professors can be full HOD, anything lower is given Ag. HOD status.

There is another, DR Enoh from Akwa ibom who recently came back from USA, he was my final year project supervisor back then in Electrical/Computer Engineering Dept, am absolutely sure that guy will be made a prof anytime soon, he is only 29yrs and the guys has got massive publication and research. ABU won't have choice than to award him that tittle soonest

Who is arguing that you don't have to be a PhD holder before you become a HoD? Read my post again. PhD is just an academic qualification, not a rank. A Lecturer II or Lecturer I can be a HoD when he has a PhD. I now of a Senior Lecturer in OAU, Ile-Ife without a PhD. For a long time, to be the best of my knowledge, he has not grown beyond that for years.

Northern hatred has indeed blinded your sense of reasoning else don't know how you can explain your statement " my mom was one".
Hatred does a whole lot of harm to the mind dude

Of course he will freely use the HOD title unquestioned but whenever NUC comes around, he is introduced as acting HOD. Try and confirm.
Same thing happened to me in school.

I agree with you on the foreign degree. During my IT in a research institute, a dude that just finished his Msc abroad was taking to head an important department. The worst thing was that the guy was very proud. He invite us (it students) to the defence of one of his paper in the institute. Na so every body gang up against am, they faulted everything he did including the manner he presented is references. I felt pity for the guy.
is it in NARICT, Zaria?

I have met the young professor before, he's a wonderful guy. QS and LS/geomatics are short of profs and PhD holders, so they easily get promoted.

You need to come to that school to know how things are done based on merit.

Mr don't come here to spill thrash. The post of an HOD is based on appointment and for you to be appointed you have to be a doctor. So nothing wrong.

Do you know if at the time of appointment he was the only doctor in the department?

Quantity Surveying is a course of study with less individuals or lecturers attaining PHD status. I'm the whole of Africa there are just 3 professors of quantity surveying

1. Prof. T. C Mogbo (Nigeria - Futminna)
2. Prof. L. L Mazalala (JohanessBurg )
3. Prof. Ibrahim Doko (Nigeria - AbuZaria , Futminna )

However something is wrong about this News. He is not the youngest to attain that stage.

1. Prof. Chukwuma Soludo ( professor of economics UNN )
2. Prof. M. S. Audu ( Professor of Maths , Former V.C Futminna )

The above two got their professorship at an early age. Prof soludo became a prof in year 1998, 38 years after he was born @ UNN

Prof. M. S Audu became a prof at 35 years of age @ The Prestigious University of Ibadan.

Nice one young prof. But i think he is 41 not 39 or 37. The news said he was born in 1974; a person born in 74 should be 41 years in 2015.

Can you please mention one person in developed countries that got his/her professorship without experience and well published research papers?

people like you just like to hate...,did you bother researching on the man? the professors abroad, do u know their works off heart? either ways, try googling Erik Demaine who became professor at miit aged 20....as i speak, i stil dont know what he researched on or who has published him and i can bet u probably dont know either, yet it does not make him less of a professor than the 65yearold man that thought you.

Lol! When will you guys get these kind of stereotypes outta your heads? On average a higher institution in the North is more credible than that in the south, that's if you would be honest to yourself.

I don't know what is wrong with you, Erik Demaine is a genius and graduated from University at the age of 14, became a PhD holder by age 20. His PhD thesis was awarded the Canadian Governor General's Gold Medal from the University of Waterloo and the NSERC Doctoral Prize (2003) for the best PhD thesis and research in Canada. Google computational Origami, Mathematical origami, etc. you will understand his work better.

He joined MIT in 2001 when he was 20 because of his various academic achievements. Even at that he wasn't made a full professor until 2011. That was 10 years later.

This ABU guy, has no known contribution to his immediate environment or accomplishment. The whole world know Erik Demaine, do you know what it means to be awarded a MacArthur Fellowship, the so-called "genius award"
