The idea may run contrary to common sense but the standard must be maintain at all time. We may have some IDP with lesser food but will it be reasonanble to heard that the Boko haram are robbing people to feed the IDPs. The standard is that you are not allowed to take the benefits of the spoil of war. It must be spoiled and soiled. Thanks. |
